The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. Correction of 01.10.2026. "$780", "1.5 %" and "a vote with triple weight" in this chapter are a worked example for the US written before the decisions of 30.09.2026. The current norm: the size of the payment is set as a percentage of the median income and approved by referendum; one ballot is one vote, there is no multiplier ("triple weight" is the arithmetic of a share: the more people exit, the larger the share each ballot cast makes up, equally for everyone who votes); the jurisdiction's budget pays under law, a candidate never pays; only a referendum introduces or changes the rule, an elected body cannot; numbers on election outcomes and words about inevitability in this chapter are estimates and theses, there has been no pilot (1d, 048m).
46.1. Ivan's two worlds¶
Successful Ivan: at home teaches his daughter "be honest", outside the fence gives bribes for a permit. Switching × 4 times/day × 365 = 1,460 a year. Cognitive dissonance = the mismatch between beliefs and actions = stress = alcohol. "Sober = two people. Drunk = zero. Zero is easier." Three paths for his daughter Masha — all break her: A) dad is honest and loses = "honesty = losing, I won't be like dad"; B) dad gives a bribe = "dad's a hypocrite, I'll do as he does, not as he says"; C) dad fights 6 months for the permit = "honesty is too expensive, $50K for $200". The system reproduces dishonesty through good people in a bad system.
46.2. Data: corruption kills men¶
Russia: the M–F gap = 11.3 years, men's alcohol 15.1 l/year. Iceland: 3.1 years, 5.2 l. The difference: 8 years of life. Science has proved each piece separately: dissonance → alcohol (Steele 1981), corruption → mortality (Cambridge, 120+ countries), alcohol → the gender gap in Eastern Europe (N-IUSSP 2017), moral injury in corrupt organisations (Sinnicks 2022), a double life → brain stress (MindLab 2025). The chain that connects everything: corruption → the man is forced to live a double life → daily switching → dissonance → alcohol → an 11.3-year gap. The woman = one world (home) = no switching = lives longer.
46.3. AB-EXIT = the cure for the split¶
Under AB-EXIT: a dashboard, 14 days the same for everyone, a bribe visible and punished. Ivan = one person everywhere. At home and outside the fence. 0 switches. Tea instead of vodka. 75 years instead of 55. Masha: "dad's honest and wins = I'll be like dad." Three generations of the honest instead of three generations of hypocrites.
46.4. Why religions did not invent AB-EXIT in 3,000 years¶
Religion changes PEOPLE ("thou shalt not steal!"); AB-EXIT changes the SYSTEM ("stealing = ROI −42 %"). People = a constant over 3,000 years; the system = a variable. Changing the constant = 3,000 years of failure. Changing the variable = one cycle. Religion appeared 1,000–3,000 years before economic science — Moses had no game theory, dashboard or bank accounts; he had a stone and commandments; "thou shalt not steal" on stone = the maximum. AB-EXIT = the work of an engineer, not a prophet. The prophet: "don't steal!" (through the soul, 3,000 years, doesn't work). The engineer: "stealing = unprofitable" (through incentive, 1 cycle, works). But AB-EXIT for the first time confirms what every religion preached: honesty = works. 3,000 years of preaching, 1 day of dashboard. 7:0 instead of 1:6. On Sunday the pastor is confirmed by the system, not refuted.
46.5. Greed built the world — AB-EXIT applies the same principle to democracy¶
Adam Smith (1776): "It is not from the benevolence of the butcher that we expect our dinner, but from his regard to his own interest." Religions fought greed for 3,000 years and lost. Smith in 250 years redirected greed through the market and built the whole physical world: the iPhone, medicine, roads, food — all built by greed, not charity. The formula of progress: human vice × the right system = creation. Vice × a bad system = destruction. The same vice, a different system, a different result. Religion tried to remove the vice (impossible). Smith understood: build a system that converts vice into benefit.
AB-EXIT = the same principle applied to democracy. "It is not from the resident's civic duty that we expect good governance, but from his regard to his own interest." Every "sin" = fuel: greed ($780 → a clean electorate → good governance), sloth (don't want to study the budget → delegation to the competent → specialisation), envy (the neighbouring city's dividend is bigger → demands AB-EXIT in his own → expansion), wrath (the dividend fell → town hall → finds Smith & Sons → accountability), pride (I'm cleverer than everyone → runs for the council → competence), fear (the city will go bankrupt → votes against $2,000 at the referendum → protection). All six sins = fuel. Religion: "destroy the sins" (3,000 years, doesn't work). AB-EXIT: "use the sins" (1 cycle, works). The result is the same: a good city. The method differs. The market converts greed into goods (1776). AB-EXIT converts apathy into governance (2025). One principle. 250 years between them.
46.6. AB-EXIT frees religion from bookkeeping¶
Now the pastor is forced to spend half the sermon on "don't steal, don't lie" — a moral policeman. With AB-EXIT: the dashboard says "thou shalt not steal" every day more effectively than the pastor. The pastor is free for the real questions: why live, what comes after death, how to forgive, why suffering. Questions of money and survival people solve themselves ($780, dashboard, formula). Questions of the soul = God, the pastor, the philosopher. A division of labour between the material and the spiritual. Everyone in his place. For the first time.
46.7. How corruption produces its voters through the family¶
The family = a block with internal solidarity: a common budget, common decisions, mutual support. A block is hard for the state to control. Corruption launches a chain: the man's split (a double life) → alcohol → silence → divorce → two atoms instead of a block. A qualitative transition: not "one leash → two" but "independence → complete dependence". A family argues with the state as a block. Two lonely people do not argue at all — each fears for himself.
Marina after the divorce: a benefit, a subsidy, a kindergarten discount — every cheque from the state, every cheque = "thank you to the current government"; voting against = risking the benefit. Ivan after the divorce: a business on connections with the mayor's office, alimony through court (the judge appointed by the mayor); conflict with the government = inspections, loss of contracts, non-payment of alimony. Both vote for the current government out of fear. Corruption → divorce → two dependents → both vote for corruption → corruption strengthens → breaks the next family. A loop.
This is not a conspiracy. No mayor plans to destroy families. It is incentives: why fix what produces loyal voters. As a pharmaceutical company does not create diseases but has no incentive to cure forever — a chronic patient = a subscription. A broken family = a subscription to loyalty.
AB-EXIT breaks the loop: Ivan is not split → does not drink → the family is intact → the state cannot atomise it. If a divorce nonetheless happened: Marina does not depend on a benefit ($780 = a right, not a handout; cannot be taken away for a "wrong" vote), Ivan does not depend on connections (tenders are honest). A handout = a leash (can be taken away). A right = freedom (formula, law, automatic). AB-EXIT turns corruption's dependent voters into free citizens. Through $780 as a right, not a handout.
