The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. For a citizen, a mayor, a finance officer, a donor, a journalist, a scholar, a lawyer: answers by role. Everything in force in one file: llms-full.txt.
40bp. Lev Gumilev: Ten Theses — "Passionarity" Gets an Instrument (Readiness to Refuse D), Three States by Energy, the Dispute "Trait or State" Settled by Experiment¶
Chapter: 06 — The Structural Hypocrisy of Criticism and the Arsenal of the Elites File: 06_040bp · v1 · 29 October 2026 Source: the architect's question of 29 October 2026 ("let us examine Gumilev: what matters is that the protocol would for the first time give passionarity an operational definition — readiness to refuse D — and let the scientists think and debate: to find a quantity long talked about that nobody could catch; and passionarity is sought by each person inside himself and is not a constant in substance") and his three moves on the blows (§2, §3). Lev Gumilev (1912–1992), Ethnogenesis and the Biosphere of the Earth (1979, published 1989), The End and the Beginning Again (1992). Before this chapter Gumilev was absent from the repository; the word "passionarity" in its everyday sense appears in 016, 018, 033, 059e, 040bo §3.
How to read. Gumilev is the one in the series who described neither rules nor elections but a quantity in people: "passionarity", "an irresistible inner drive to activity that exceeds the instinct of self-preservation". It has been debated for forty years, and nobody has measured it. The protocol offers an instrument: readiness to refuse D. And at the same time it sets up an experiment that settles the dispute between Gumilev and the architect: is passionarity a heritable trait (a type) or a state that each person finds in himself anew. Ten theses by one yardstick, three blows, and a paragraph on what this quantity is called in English.
1. Ten theses¶
| No. | Gumilev's thesis | What is true today | What the protocol does |
|---|---|---|---|
| 1 | Passionarity is a drive to action exceeding the instinct of self-preservation, that is, personal gain | A descriptive quantity: from biographies, after the fact | Refusing D is a drive that exceeded personal gain by a measured amount. The first operational definition: "passionate" at this election is the one to whom the vote is worth more than p × M |
| 2 | Three states by energy: the passionate (drive above gain), the harmonious (equal), the sub-passionate (below) | Indistinguishable in the hall: all three come or stay away alike | One price, adopted by all at a referendum, gives each of the three his own way out: the sub-passionate takes and leaves, the harmonious counts, the passionate stays at any p |
| 3 | "Passionate tension" — the share of the passionate in an ethnos; the theory's main variable, never once measured | Neither instrument nor unit | The share of stayers at a given p is the instrument; the unit is a share of the median; varying p by referendums yields the curve: how many people hold the vote above 1 %, 2 %, 4 % of the median |
| 4 | Phases of ethnogenesis: rise → acmatic → breakdown → inertia → obscuration → memorial | The phase is determined from chronicles, centuries later | The counter (048m art. 9) gives a reading in real time, by district, every cycle: for the first time the theory can be tested within the lifetime of those debating it |
| 5 | In obscuration the sub-passionate are the majority; they demand "be like us", the active man is in their way | The apathetic majority is the populist's base (057h §2.4) | The sub-passionate gets what he wants — money — and leaves by himself, under a rule he adopted together with everyone; "be like us" stops being the majority in the hall not because anyone was kept out, but because it preferred the payment itself |
| 6 | Passionarity is a heritable trait, the result of a "push"; a man does not choose it | So in Gumilev; not scientifically confirmed | The architect's move: each person seeks passionarity in himself, and it is not a constant. The protocol measures a state, not a type (art. 5: the choice anew each cycle; 1h) |
| 7 | The passionate man spends his energy on a goal, often against gain and life | Today the energy goes into rallies and feeds (016) | A channel: a weighted vote, budget control, the parallel count (048i); energy directed, not burned |
| 8 | Passionarity is contagious ("induction"): the passionate pull the harmonious along | Induction is drowned by noise: in a full hall the passionate man is not seen | In a hall of stayers he is seen; the harmonious man, looking at the counter, decides to stay — induction has a number for the first time |
| 9 | "Anti-system": a group with a negative world-feeling, destroying, not building | Protest energy without an outlet turns to negation | A constructive outlet: not "against" but "I govern" (040b §5) |
| 10 | An ethnos lives 1,200–1,500 years, phases are centuries; a man does not see them | The voter's short horizon (016, 040bk) | The theory's horizon compressed to a cycle: what Gumilev read from chronicles over centuries, the counter shows within a year |
2. The first blow: you measure income, not passionarity¶
The argument. D is the same for all, so its weight falls with income: for one above the median refusing is easier. So the share of stayers measures the wallet, not the drive.
What is true. Between income strata the measurement is confounded: refusing D is cheaper for the upper half. This is a fact of the design, and it must be said first.
Who the upper half is. Not the one who took from the poor for two thousand years. In most countries today it is the middle class: engineers, doctors, entrepreneurs, managers who earned by mind and skill; of the wealthy 70–80 % are self-made (040b §5; 040m §5d, the ninth rule). They pay the taxes from which D is paid, and their stake in good governance is higher, not lower (040bm §2). The swindler and the "helicopter rich" are a fraction of a per cent, and the protocol is bad for them: they live on hidden transfers, on which the rule puts a ceiling (1g). The frame "it is easy for the rich because he stole" is propaganda for the apathetic; Gumilev himself did not hold it: his passionate men were in every estate.
Why "easier for the rich" works for the instrument, not against it. The one for whom the refusal is cheap has already shown the quality Gumilev looked for: a long horizon, deferred reward, action beyond current gain (016). His staying does not measure passionarity within his stratum, but his presence in the hall is what the hall wants. And below the median, where D is weighty by definition (art. 3.3: desirable for 40–50 %), the instrument is clean: the one who stayed there has a drive exceeding gain by the whole amount of D.
How to remove the confounding. Measurement by income strata (048l §4): within a stratum D is equally weighty, the comparison is clean. The curve by p: referendums with different p give several points, and at a high p the upper half feels the price too. And the architect's move from thesis 6: what matters is not the level but the movement of a person's staying from cycle to cycle, and that depends weakly on income.
The architect's move (29 October 2026). "Yes, the instrument is coarse towards the rich and the poor, but it is more accurate than what we use now. And the instrument works excellently on the middle class, which is both important and numerous."
What follows. Today there is no instrument at all: turnout counts the herded man and the passionate man alike, and passionarity was for forty years described from chronicles after the fact; a coarse instrument against a missing one is not a defect but the first measurement. It is coarse at the edges of the distribution: above the second or third median D is too small for the price to show anything; at the bottom it is too large, and there only the one stays whose drive exceeds gain by the whole of D — the most passionate by the strict definition. The edges give two clean cases, not noise. It is accurate in the middle, where D is weighty but not decisive — from half to one and a half medians. That is the middle class, the most numerous part of the population and the one Gumilev would call harmonious: the drive roughly equals the gain, and exactly there a small change in price or events shifts the choice. The instrument measures best where the measured quantity lives. And the dispute "trait or state" (§3) is settled on the same middle class: the passionate and the sub-passionate choose stably by definition; it is the harmonious man's choice that moves.
3. The second blow: it is a trait, not a choice¶
Gumilev: passionarity is inherited, it cannot be switched on by decision. The architect: not a constant, each seeks it in himself. This is the first dispute in the series that the protocol does not resolve by argument but settles by experiment: if a person's staying is stable from cycle to cycle, Gumilev is right, it is a type; if it moves with events, income, age, pain (the farmer of 040bn §3), the architect is right, it is a state. The repository bets on the second (1h: states, not types), and the protocol itself is built to work under either outcome: it measures, it does not assume.
4. The third blow: the passionate do not count — yet 040bo §3 says "they counted"¶
The protocol does not ask the motive, it records the result (art. 10). To the passionate man D is irrelevant by definition (drive above gain); the harmonious man compared and chose the vote; both are in the hall. The third separates himself, taking what is worth more to him. "They counted" in the architect's move (040bo §3) means: they passed through the price and it did not stop them; whether anyone did the arithmetic is beside the point.
5. What this is called in English¶
Gumilev's term has no currency in Anglophone political science: "passionarity" appears only in works about Gumilev himself and about Eurasianism (Bassin, The Gumilev Mystique, 2016). The same quantity is there split into native concepts, and one of them matters more than the rest. Intensity of preference (Dahl, A Preface to Democratic Theory, 1956, "the intensity problem"): voting counts heads, not strength of desire; an indifferent majority outvotes a passionate minority, and democracy has no instrument for intensity. Dahl's problem has the same status as passionarity — seventy years of discussion, no measurement — and the same instrument solves it: refusing D is intensity expressed as a share of the median. Revealed preference / willingness to pay (Samuelson, 036e §4): in English the protocol's instrument is described as willingness to forgo D. The descriptive terms for those who act — political efficacy, civic engagement, high-intensity minority, issue publics (Converse) — are measured by questionnaires, that is, stated, not revealed. Thymos (Fukuyama, Identity, 2018) — the desire for recognition as the engine of political action — is closest to Gumilev in spirit and equally without an instrument. To the English reader the chapter says: the protocol measures what Dahl called intensity and economists call revealed preference; Gumilev named it earlier and more broadly.
6. What Gumilev gives the protocol — and what the protocol gives Gumilev¶
Gumilev gives a name to what stays in the hall: not "radicals" and not "sages", but people with a drive above gain, and the name has forty years of literature. The protocol gives Gumilev what the theory never had: a quantity talked about for forty years that nobody could catch gets an instrument, a unit (a share of the median) and a refresh rate (the cycle). A theory dismissed as unmeasurable becomes falsifiable. Let the scientists think and debate: the protocol for the first time makes their dispute decidable.
And the condition without which the instrument does not work. There is not a hint of coercion, census or violence in the rule: it is adopted by all at a referendum, including those who later leave, and each leaves by himself. That is exactly what removes the complaint that the protocol forces anyone — and exactly why the measurement is honest: a coerced refusal of D would measure nothing; a voluntary one measures the drive.

Weak point¶
Gumilev's theory is not accepted by the scientific community: the cosmic "push", heritability, the 1,200-year cycle are unconfirmed; the chapter takes from him the definition of the quantity and the three states, not the theory of ethnogenesis. The instrument measures readiness to refuse D, and whether to call that passionarity is for those who will debate it; for the English reader it is Dahl's intensity. The confounding with income is removed only within strata. The dispute "type or state" is the repository's bet until the pilot, not a result. Gumilev and Dahl are paraphrased.
