The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. 8. A $26 Billion Industry Built on the Apathetic

19.1. The foundation of the entire electoral industry

The whole infrastructure of modern elections — from television advertising to gerrymandering — is built on one foundation: APATHETIC VOTERS. Find them, persuade them, bring them in, frighten them, buy their attention. AB-EXIT removes the apathetic from the equation — and the whole industry loses its target audience.

19.3. Citizens United — dead without a constitutional amendment

For fifteen years Democrats fought the ruling in Citizens United v. FEC (2010), which allowed corporations to spend without limit on elections. Constitutional amendments, bills and lawsuits were proposed. Nothing worked.

AB-EXIT solves the problem without a single campaign-finance law: corporate money buys ADVERTISING, advertising works on the APATHETIC, and the apathetic have left for $570. Advertising is shown to the motivated, who IGNORE it (they have already studied the programmes and made their choice). Billions of dark money = billions into the void. Citizens United is not formally overturned, but practically irrelevant.

19.4. Gerrymandering — broken without judicial reform

Gerrymandering works through the predictability of the party loyalty of the apathetic by neighbourhood: "in this ZIP 60 % reliably vote D, let's redraw the boundary to include this ZIP". With AB-EXIT the apathetic have left for $570. The remaining motivated voters vote by the mayor's RESULT, not by party loyalty. Predicting "60 % for D" becomes impossible, because the same people will vote for an R mayor if his dividend is higher. Gerrymandering loses its predictive base and becomes useless.

19.5. Polls and forecasts — 100 times more accurate

The modern accuracy of polls (±3–5 %) is the OFFICIAL figure. The real error on TURNOUT: 75 % say "I'll vote", 40 % actually go. 35 % lied — not maliciously, but from social desirability bias (it is embarrassing to say "I won't go"). That is a ±47 % error on turnout, which pollsters try to compensate with likely-voter models — essentially guesswork on the basis of four questions that the apathetic also lie about.

With AB-EXIT: every voter has PAID $570. That is a non-refundable ticket. Whoever bought a $570 concert ticket WILL COME. Rain, beer, Netflix, flu — none of them will stop him. The question "will you go?" becomes meaningless — they have already paid. One question remains: "for whom?" And the answer is honest, because the motivated voter is not embarrassed by his choice.

Polling accuracy: ±3–5 % → ±0.5 %. Nate Silver's models, built on guessing the behaviour of the apathetic — into the bin.

19.6. Rain in Milwaukee no longer decides elections

Hillary Clinton lost Wisconsin in 2016 by 22,748 votes. Studies showed that rain in Milwaukee reduced the turnout of apathetic African-American voters by ~3 %, amounting to ~22,000 votes. The weather in one city determined the President of the United States.

With AB-EXIT: those 22,000 apathetics would have taken $570 BEFORE election day. The motivated would have come with an UMBRELLA — because $570 > rain. The result is determined by the candidate's PROGRAMME, not by the WEATHER on polling day. As it should be.

19.7. The self-organising campaign: free canvassers

Under AB-EXIT the 46,000 who refused $570 become the most powerful canvassing army in history — not for money but for MEANING. The key difference: they canvass NOT the apathetic (pointless — those took the money and left) but OTHER MOTIVATED VOTERS — for a specific candidate.

Effectiveness:

  • The target audience is 5 times SMALLER (only the motivated) = covered 5 times faster
  • Conversion is 12 times HIGHER (persuading a motivated voter "for whom" vs an apathetic one "go at all") — 35 % vs 3 %
  • Vote weight x2 at minimum (half have left)
  • Cost: $0 (they WANT to canvass, because they have INVESTED $570)
  • Trust: MAXIMUM (a neighbour who PAID $570 > an unknown volunteer at $15/hour)

The formula: 47,000 targets × 35 % conversion × 2 weight = 32,900 units of influence. Without AB-EXIT: 235,000 × 3 % × 1 = 7,050. Effectiveness gain: 4.7 times. At zero cost.

This makes money in politics USELESS: why spend $3.4M on advertising to the apathetic, if 46,000 free canvassers with $570 of proof go door to door THEMSELVES?
