The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. 1i. Register of Consequences: What the Rule Gives Without Promising¶
Chapter: 01 — Introduction File: 01_001i · v1 · 12 October 2026 Purpose: the protocol promises one thing — the choice A or B before each election and a price for non-participation. Everything else in this table is a consequence of one balance (040ae item 4: both arms of the scale move together) that the rule does not promise and that was found in examinations one by one. As 1g collects objections, 1i collects consequences. The name is by the architect's decision of 12 October 2026: neither "side effects" nor "unplanned effects" — a side effect is unwanted and secondary, whereas every item here is deduced from the rule and works for it, the rule merely does not promise it. Rule: a new consequence → here first, then into a chapter. The architect, 12 October 2026: "the accuracy of the roll is an effect of the balance genuinely not planned by me as the architect"; hence the column "planned?" — a consequence the author did not build in is evidence that the mechanism is deeper than the design: double-entry bookkeeping was made for merchants and gave the audit, the tax and the corporation.
How to read. Each row is neither a promise nor a slogan but a deduction from the rule that a pilot can test; the column "what is unknown" says how. "Planned?" is marked only where the architect has said so; the rest is "found in examination" with a date, and the architect marks what was in the design.

Weak point¶
The register was assembled over two days of examinations and marks "found in examination" where the architect has not yet said whether the effect was in the design — the column awaits his marks. Each row is a deduction from the rule, not a measurement: the pilot will test the first three or four (the roll, budget employees, returners, the object of fear), the rest the second cycle or never. And the register grows faster than it is tested: it is a list of what follows, not of what is confirmed, and to read it as a list of promises is the same mistake as reading 1d as advertising.
