The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. For a citizen, a mayor, a finance officer, a donor, a journalist, a scholar, a lawyer: answers by role. Everything in force in one file: llms-full.txt.

🇷🇸 Serbia, 25 October 2026: an Autocrat Removed without the Protocol — What It Cost, Why It Will Not Repeat, and Which Mechanisms of the Protocol the Serbs Assembled by Hand

Chapter: 09 — Other Countries File: 09_057h · v1 · 28 October 2026 Source: the architect's analysis of the Serbian election, 28.10.2026 — nine moves, recorded verbatim. Facts — the preliminary statement of the OSCE/ODIHR mission of 26.10.2026, RIK data (96.9 % of polling stations) and CeSID–Ipsos, N1, Vreme, the FES report on the register. Serbia was not in the repository before this chapter.

How to read. Serbia is a proof by contradiction. An autocrat who ruled for fourteen years was removed by an ordinary election, without the protocol. The chapter counts what that took — an accident with sixteen dead, two years of the street, external oversight and a record turnout — and shows that each of these ingredients did by hand the work the protocol does by rule. That is why the outcome does not repeat, while the protocol repeats every cycle.

1. What happened

Fact Source

protest two years; students began, teachers, unions and football fans joined; a demand for early elections from May 2025 —
the timing trick 8 September 2026: the president dissolves parliament early and resigns to run for prime minister; the election in the legal minimum of 46 days intellinews
the list citizens' group founded 9 September; 69,099 signatures certified on 15 September against a threshold of 10,000; 250 candidates chosen by student plenums — no students, no former members of the ruling party, no opposition officials; "the list has no leader", formally headed by cardiologist Ilija Srdanović Student List, N1
airtime in August the president appeared on television 129 times as head of state; the list had about 2 % of airtime; OSCE: "a pronounced bias in monitored media coverage in favour of the incumbent party" OSCE

concession the president conceded on election night, published no alternative results and used no force — unlike 2000; he blamed European countries and the American "deep state" —

2. Nine moves of the architect

2.1. The early election — a trick on the difference in speed

The architect's move. "Vučić was cunning, like many in power. He knows he can mobilise his quiet ones and public-sector employees with money quickly, while the opposition will take a long time to rock its apathetic in its direction, so he cheated with the dates. The protocol minimises this trick: the apathetic leave, and those who stay are the ones who need no long persuading."

46 days is a bet not on signatures but on speed. The government has two fast instruments — the payroll (039 §88.9) and the payment, both working within a week; the opposition's instrument is slow — the apathetic are rocked for months. Serbia passed the barrier only because the rocking had gone on for two years before the election was called. Under the protocol there is no slow variable: the apathetic leave by themselves in the first days of the window (048m art. 6: the early bonus for the first three days), those who already have a stake stay. The campaign has nobody to rock, and a short deadline stops being the government's advantage. The fast instrument is blunted too: a public-sector employee can secretly take the payment (40bi §4) — there is nobody to bring in. Serbia needed two years to withstand 46 days; the protocol's window makes the same division of the hall in three.

The architect's move. "It is still not clear who got chosen. If the popular and recognisable got through rather than the clever and educated, a swamp may begin, and after the fatigue a new Vučić will come again."

The plenums' criteria were exclusionary (not a student, not a member of the ruling party, not an opposition official); there was no test of competence; among the 250 are a basketball legend and a rapper beside professors and doctors (N1). A full hall at 69 % turnout is a hall of the just-awakened, and the awakened choose the recognisable, because that is the only thing they know about 250 strangers (019 §60.3). The Serbs won the battle for turnout and did not fight the battle for composition: the plenums selected from outside, like a franchise, only with kind hands. What follows by the repository — catharsis and fatigue (015b), a pendulum without an axis (039b §4b), decay from the next day (013g). The protocol here: a hall that has paid for its vote chooses by programme, not by face (1f §6b: the newcomer wins only if there is substance behind the joke); the swamp shows on the counter within the cycle, not after ten years (013 §13.10); fatigue is a property of free mobilisation, and the one who stayed with a stake was not inspired — he counted (40bi §5–6); the cement is the rule, not the enemy, and it does not melt after victory. Forecast with a date: if by the 2030 election Serbs speak of a "swamp" and the return of the old party, this move is confirmed — and it will be the strongest Serbian argument for the protocol: turnout can be won by the street, the composition of the hall cannot. 🟡

2.3. The signal came as bodies

The architect's move. "The through-line of Vučić: it had to get very bad for him to be removed. People had to die under the rubble. Corruption had to become rabid and all-pervasive. It is good that Vučić lost, but the country will take long to rebuild, and a rollback is not excluded. The protocol removes all these minuses."

In the repository this stands under three names: feedback by mortality (013g §4c, row 13: the protocol puts a payment slip between the government's error and mortality), insight through the wall (019 §60.6: "London does not need to be driven to Detroit") and the thermostat (001b). Serbia showed a thermostat without a regulator: it fired once, at the limit, after two years and with overheating. The price of the signal under the present system — 16 dead, two years of the street, €600 m of someone else's package and a one-off record turnout; under the protocol — one choice on the card every cycle, and the share of takers is read long before a canopy falls. A rollback is possible precisely because the signal was one-off: after the victory there is no counter. The protocol does not abolish rollback, it makes it visible in the first cycle. The protocol does not prevent corruption on a building site — it changes when it is learned of: not after the collapse, but when the median and the share of takers diverge from the promises; so there is less to rebuild, because things do not break all the way.

2.4. The media resource is aimed at the apathetic

The architect's move. "The government will always beat the opposition with a media resource aimed at the apathetic, and will use it. The protocol removes those on whom it works, and this mechanism equalises the chances and gives a smarter and more effective government in future."

Television worked: the core gave 39 %, and 129 appearances held it. It did not work only on those who in two years had stopped being apathetic; in the next cycle they return unless something removes them. The marginal return of airtime is the one who does not count: the recipient of the ration has time for the feed (019b), the person with a stake is not taken by the feed (40bi §5). The protocol does not share airtime equally — it devalues it: once the audience it works on has left with the payment, 129 appearances and 2 % address the same hall, which listens to substance. The same move as with the chorus (040av §4): without the protocol the upper class buys the chorus, with the protocol the chorus sings for its own money. If airtime stops bringing votes, campaigns move money from television to the programme — the repository's yardstick, the quality of decisions (040ba §5). Caveat: the core is held by airtime under the protocol too (1f §1); the protocol takes not the core but the top-up to the core by which it was stretched to a majority.

Addition of 29 October 2026: AI makes deception cheaper and removes the beginner autocrat's mistakes — the architect's move. To the thought that an autocracy grabs a new tool faster than a democracy but turns it into a club, the architect: "There is a share of truth in it, I think. Autocrats will be able, selectively, to become more efficient at deceiving voters: AI will give them more precise hints and advice on how to dissemble and deceive. And AI is all the more needed because beginner autocrats, like Orbán or in Serbia, will become autocrats more efficiently and faster — today their mistakes are too visible. And here AB-EXIT is needed all the more, because it removes the apathetic and the quiet ones, and the essence of deception loses its effectiveness." What this adds to the section. Serbia 2026 was won partly on the autocrat's mistakes: the 46-day trick, the register with a million surplus entries, the targeted package visible to all (§1, §2.1, §2.6, §2.7). With an AI adviser such mistakes become rare: dates, packages and airtime will be fitted to each group of the apathetic more precisely than today, and more cheaply. That is a blow not to the protocol but to the present system: its defence rests on the autocrat erring in plain view, and that defence will be gone. The protocol's defence is different: deception, however precise, works on the one who does not count, and he leaves the hall by himself; those who remain have a stake and are not taken by a hint, because they compare not words but the number on the card with the number on the ballot. The better the autocrat's AI, the less the present system is worth and the more the rule is worth under which the target audience of deception takes itself out of the game.

The architect's second move on the same point (29 October 2026): fear from small groups. "AI helps small groups like Hamas to frighten citizens. Deepfakes can be made, and it is precisely the apathetic and people of weak reasoning who will succumb and vote for populists. But AB-EXIT minimises the effect here too." (The conversation of 29 October 2026 named the Houthis and non-state actors — "AI as the Colt, the great equaliser"; Hamas is the architect's example.) Fear is the populist's cheapest commodity (§2.8: Vučić's two arguments — the economy and fear), and AI makes it cheaper still: a deepfake costs minutes, not a television channel, and can be made not only by the government but by any group that profits from a frightened voter. Who buys this commodity is the same one who does not count: the frightened apathetic votes "so that it does not get worse" (1h: "the quiet one"). Under the protocol he takes the money and stays at home, and the deepfake aimed at him loses its addressee. The stayer is not immune to fear, but he has what the apathetic lacks: he has already compared two numbers and knows his vote is worth D; a forged video does not change that number. The honest residue: fear works on people with a stake too, and the share of the hall a deepfake would shift is a measurement; the protocol does not remove fear; those for whom fear is the only argument leave the hall by themselves.

The architect's third move on the same point (30 October 2026): the lie repeated many times. Data for the question: the Institute of Sociology of the Russian Academy of Sciences, 26 years of observation — the share of Russians who believe in an international conspiracy against the country rose from 29 to 51.5 %; the believer's profile changed — to the material insecurity and low education of 1998 was added higher education, while material instability remained the key factor (as retold by V. Shenderovich and the host, 30 October 2026). The columnist's conclusion: "there is no lie that cannot be hammered into millions of people by constant repetition; television for the last 25 years has been constant hammering", and education no longer protects. The columnist calls the thought "Goebbels's"; a source check (30 October 2026): no such sentence exists in any documented text of Goebbels — in the article "From Churchill's Lie Factory" (12 January 1941) he attributes the "big lie" technique to the English, and Hitler in Mein Kampf (1925) to the Jews; the closest documented formulation is Isa Blagden, the novel The Crown of a Life (1869): "if a lie is only printed often enough, it becomes a quasi-truth"; the empirical name of the phenomenon is the "illusory truth effect" (Hasher, Goldstein and Toppino, 1977). The regularity itself is confirmed; the attribution is folklore. The architect: "What matters is that a lie repeated many times becomes truth to a greater degree for the credulous apathetic and the quiet ones with a short horizon, while for people more independent of the state, thinking critically, with a long horizon, it remains a lie. AB-EXIT solves exactly this." What follows. The RAS data confirm a division not by type but by state: education has stopped protecting; what protects is the stake — independence from the state and a horizon longer than one cycle (016; 1h: "the quiet one", "the long horizon"). Repetition works on the one who has time for the feed and no number of his own to compare against (040bd §3); under the protocol it is he who takes D and leaves by himself, and those who stay in the hall are the ones for whom the repeated lie stayed a lie — not because they were selected for intelligence, but because they compared the argument with money and the argument lost. Against a lie repeated many times the protocol sets a number repeated every day: the counter (art. 9) and the sum on the card — the one message that arrives in the same home with money attached and does not depend on who speaks from the screen (056f §13i: "where is my share" cannot be hammered the other way). And the move of nonpolitical judo: money to the citizen from his own taxes cannot be presented as a conspiracy; television would have to campaign against giving people money (059l §8b). The honest residue: the protocol is not an antidote to belief — it is a filter on the act; an educated conspiracy believer above the median stays in the hall, and the protocol does not cure him; the share of the hall that repetition shifts after the choice is a measurement. All ten devices in one table — 040br.

2.5. The blind zone of the short horizon

The architect's move. "The apathetic do not see the decay, with their short horizon and apathy, and that is exactly what governments and autocrats use. Vučić, like Orbán, brought the country almost to authoritarianism, and only Europe's influence kept him from going further. The deaths were an accident, and had they not happened, Vučić could have won again."

013g §3 names three self-reinforcing processes, the first being the selection of the electorate for the worse. The move adds the mechanism: decay is invisible not in general but to the apathetic. Decay is a long-horizon quantity (debt, a broken norm, a captured court); the apathetic live on a short one, and the autocrat builds the regime exactly in this blind zone: each step too small for the short horizon, none worth a turnout. The protocol sorts the hall by horizon (016): the short takes the money, the long stays and weighs double — the very zone the autocrat lives in leaves the hall by itself. The "Orbán scheme" (039 §32) works not on a full hall but on the part of it that does not see decay. Three accidents without which the regime would have won again: the canopy, Europe as an external constraint (insufficient for Orbán inside the EU, absent for Lukashenko), and two years of the street. None is reproducible; the protocol replaces all three with one rule: the signal — by the share of takers, the constraint — internal, the effort — one choice.

2.6. Helicopter money: the protocol already introduced — secretly, one-sided and for attendance

The architect's move. "The helicopter money is one more hundred-per-cent proof that the protocol has de facto already been introduced by the government, and the vote already de facto works in the centre of Europe. But for the government, in a perverted form, secretly. And how can one say after this that the protocol is unlawful or inadmissible?"

The September 2026 package The protocol
who pays the president-candidate out of the budget a rule adopted by referendum; a candidate can never pay (048m art. 1 part 4)
for what for attendance and loyalty, six weeks before the vote for leaving, equally to everyone
to whom pensioners and public-sector employees — those whose vote is cheap (057d §3b) every holder of the right
how booked "aid to pensioners", "indexation" — a fictitious entry: payment for a vote recorded as social support the payment is called a payment; an honest entry
visibility secrecy of content under publicity of form a public counter, secrecy of names only (art. 9 part 3)
the observer's assessment OSCE: misuse of state resources, a priority recommendation unaddressed the removal of what the OSCE demands removed: the same money by rule, not by discretion

The argument from unlawfulness is reversed: paying voters out of the budget on the eve of an election is lawful in Europe already — nobody was prosecuted, the OSCE recorded a remark. Either both are unlawful, or neither; the variant in which a president's grace is lawful and a rule by referendum is not does not exist (1g "This is vote buying"; 040as §1: the protocol enforces the ban on selling the vote rather than breaking it). And the first quotation of the Serbian vote: in 2026 it did not sell for €300 (013f: the stake v proved higher than (D + c)(1 − β)).

2.7. The register: trees are numbered, voters are not

The architect's move. "Again a hundred-per-cent proof that the government is interested in counting votes badly. It gives pluses to it, not to the opposition, even in such a small country in Europe. Taxes are counted well. This is a systemic problem of any country and any government: dozens of state agencies count the population across thousands of databases and cannot count people. Trees in the city are numbered, all cars have plates, everyone has a passport, but voters they cannot count. That is a farce."

A million surplus entries at 6.5 million is 15 % of the register: the reserve from which elections are drawn exists before any stuffing. Why taxes are counted and voters are not (059h §2, now with Serbian confirmation): a tax entry has two owners with money at stake, a voter's entry has none; accuracy is partisan, and the audit commission was admitted late; trees are numbered because a responsible person and a balance sheet stand behind them, while the voter has no agency to whom his inaccurate count costs money. "Cannot" is wrong; "nobody is paid for accuracy" is right. The protocol does not repair the register, it gives it an owner (057f; 059h §4): every entry becomes a claim for a payment — a dead soul will not open a bank account; every living person gains an interest in checking his entry; the treasury gains an interest in purging the million, because it is a million payments per cycle; the sum under art. 10 must balance, and a million impossible entries show as a million "nobodies" in one column. The first reason in Serbia's history for the government itself to clean the register.

2.8. Economy and fear: comparing oneself with oneself

The architect's move. "The protocol gives a reliable figure for control. The government always compares itself with itself — and perhaps without Vučić the economy would have grown faster. But the apathetic, with a short horizon, cannot correctly count complex figures, and it seems to them that there is growth. Frightening them is easier than frightening the active and thinking part of society. Here the protocol would work very well."

Both arguments work only on the short horizon. "The economy is growing" is a comparison with oneself yesterday without a counterfactual (how fast the country would grow without 13 % of the population in the party and the General Staff building given for a hotel); "otherwise the 1990s" is a short horizon backwards. The active person answers with the question "compared to what?", and there is no answer; so the autocrat lives on the part of the hall that does not ask it. The protocol: an external yardstick instead of self-comparison — the median income on which half the country's money depends (048m art. 2; 040v §6), not the GDP of Expo builders; a quotation instead of an opinion poll (013 §13.10); fear gets a price — coming "against a return to the 1990s" costs refusing D; whoever is afraid in earnest stays and weighs double, whoever was frightened by television takes the money (059n §4). The Serbian check: in 2023 the same arguments, the same money and the same airtime gave 48 % on a 58.8 % turnout; in 2026 — 39 % on 69 %. The arguments did not change, the hall did: for two years those who count returned to it. The protocol makes that composition permanent, not the consequence of a catastrophe.

2.9. Why the victory is shaky: the rules of sport and the rules of elections

The architect's move. "Even with such a good outcome it is clear that populism has not gone anywhere, and what comes next is completely unknown. In a sporting victory everything is clear and plain, because the rules are right, while in today's democracy everything is somehow shaky and unreliable." On the day of victory sympathetic commentators said the same: winning and governing are different tasks, the coalition was held together by a common enemy, and the cement has melted.

Property of sport Serbia 2026 The protocol
every point is recorded 31 % of the hall off the balance sheet; a million entries without an owner (§2.7) three states for everyone, the sum balances (art. 10)
the rules are the same and do not change during play 46 days chosen by one side (§2.1); 129 appearances against 2 % (§2.4); €600 m to one side (§2.6) the charter changes only by referendum, no more than once a cycle (arts. 3, 14)
the loser accepts the score because he saw it conceded because the margin exceeded the reserve, not because he trusted the count; in 2000 — did not concede the count verifiable at 90 of 100 against 0 today (1d)

The Serbs won a match in which the rules were against them, and won by such a margin that the referee did not dare. That is a victory in spite of the rules, not by them, and it does not repeat: the next election has the same rules without the margin. The protocol gives the winners no guarantee — it gives rules that do not depend on who won: the share of takers measures the students as it would have measured the old government; a register with an owner will not again become "incomparable with the census"; an early election gives no advantage; airtime does not buy the apathetic, because they are not in the hall. Populism under the protocol plays on a scoreboard where each of its votes costs someone the refusal of money (019 §61.6: the one reform idea with a mechanism of irreversibility).

3. Summary: what the Serbs assembled by hand

Mechanism of the protocol How it was done in Serbia Price Repeatable?
remove the foregone count two years of the street, record turnout of 69 % two years, 16 dead as the trigger no
remove the difference in mobilisation speed (§2.1) rocking before the election was called the same two years no
select candidates from outside the parties (§2.2) plenums, exclusionary criteria the hall's composition not selected — the recognisable got through no
a signal to the government before the catastrophe (§2.3) not done: the signal came as bodies 16 lives —
devalue airtime aimed at the apathetic (§2.4) temporarily, while the apathetic are awake vanishes in the next cycle no
take out the blind zone of the short horizon (§2.5) accident + Europe + the street not reproducible no
payment by rule, not grace (§2.6) not done: there was a payment, but secret and one-sided €600 m wasted —
a register with an owner (§2.7) not done: the million entries remain a reserve for the next government —
an external yardstick instead of self-comparison (§2.8) no — —
rules independent of the winner (§2.9) no rollback possible —

4. Proof by contradiction

Accept: an autocrat can be removed by an ordinary election, without the protocol. Serbia is the best known case, and it has three conditions: an accident with victims that woke the apathetic; external oversight that kept the regime from going all the way; two years of the street that made the awakened organised. Remove any one — and 46 days, €600 m and 129 television appearances work, as in 2023. None of the three is created at the citizens' will.

The fork. Either change without the protocol is possible only through catastrophe — and then the protocol is the only path without one. Or it is possible without catastrophe — but then rules are needed that do not depend on who holds power (§2.9), and the present system has none, while the protocol is the one known idea that carries them (019 §61.6). There is no third case: the Serbian case either confirms the necessity of the protocol or confirms its content.

5. Forecast with a date of verification 🟡

  1. Composition of the list (§2.2): signs of a "swamp" — the coalition splitting over geopolitics, a rating below 35 % by 2028, the old party's return to 45 % and above at the 2030 election.
  2. The register (§2.7): the million-entry gap will not be purged before the next election — the new government has no reason the old one lacked.
  3. Turnout (§2.1, §2.4): below 60 % at the next regular election, because the awakened fall asleep without a rule; the 2026 margin does not repeat.
  4. Money (§2.6): the new government too will pay pensioners before its own election — grace, not rule.

If all four come true, Serbia becomes the main case of chapter 013g; if they do not, the main case that the street can replace the rule — and that will have to be recorded just as honestly.

Weak point

CeSID has not published the age composition of those who voted for the list; "those who count returned" is an inference from turnout and the list's composition, not a measurement. The promises of rises "on condition the government stays" are not confirmed by sources — only the rises themselves from 1 December. The protocol was not applied in Serbia: the chapter speaks of mechanisms done by hand and of what was not done; correlation, not experiment. The occasion for the analysis was a video commentary of 27.10.2026; the numbers are not taken from it.
