13. AB-EXIT Game Theory — Downs, Buchanan-Tullock, Shapley, Nash, Mechanism Design¶

13.1. Purpose of This Section¶
§91 establishes the doctrinal foundation of AB-EXIT through the Jheringian tradition. §15 provides empirical confirmation of the structural pressure on honest politicians (PNAS 2020). This section adds a formal mathematical justification through game theory and mechanism design — the discipline of Arrow, Hurwicz, Maskin, and Myerson (Nobel Prize 2007).
AB-EXIT did not emerge from political intuition. It is methodologically consistent with modern public choice theory and mechanism design. This gives the project scientific standing in the academic circles of economists and game theorists.
13.2. The Downs Paradox and Its Resolution in AB-EXIT¶
Anthony Downs, in An Economic Theory of Democracy (1957), formulated the classic paradox of rational voting.
A rational voter should not vote. The calculation:
- Costs: time to get to the polling station, studying platforms. 1-3 hours.
- Benefit: the probability that their single vote decides the outcome × the utility difference of the preferred candidate winning.
- The probability that one vote decides the outcome is about 1 in 60 million in US presidential elections.
The expected value ≈ 0. A rational citizen should stay home.
But citizens do vote — 50-70% of the electorate. This empirically contradicts Downs's model. The standard explanations:
- Voting as expressive value — a psychological benefit from participation (Brennan-Lomasky 1993)
- Voting as civic duty — an internalized norm (Riker-Ordeshook 1968)
- Voting as identity signaling — public demonstration (Akerlof-Kranton 2000)
All three work, but they do not eliminate the paradox. They explain why citizens vote despite rationality. This is a structural weakness of modern democracy — it works only because its participants are irrational.
AB-EXIT is the first system to make each of the two choices rational.
If a citizen is apathetic (the costs of gathering information are high) — the rational choice is to take the dividend ($200-676/year). This is not a refusal to participate in an irrational impulse, but a rational transaction: the state buys from the apathetic citizen their exit from the electoral field.
If a citizen is active — the rational choice is to vote with amplified weight. When part of the electorate has exited, each remaining vote carries a weight of 1.33+ (if 25% have left). The expected value of influence grows several-fold.
The Downs paradox is resolved. AB-EXIT does not require irrationality from citizens — it makes each choice rational.
13.3. Calculus of Consent (Buchanan-Tullock 1962)¶
James Buchanan and Gordon Tullock, in The Calculus of Consent (1962), developed the foundation of public choice theory. Their central idea: any collective procedure carries two types of costs.
Decision-making costs. The costs of reaching consensus. They rise with the number of participants.
External costs. The costs of decisions imposed on a minority. They fall with the number of participants.
An optimal democracy minimizes the sum of these two types of costs. There is an optimum — neither too few nor too many participants.
Modern democracies proclaim the maximization of participation (rising turnout) as a universal good. Buchanan and Tullock showed that this is wrong.
AB-EXIT minimizes both sums simultaneously.
Decision-making costs fall — a smaller number of voters, better informed (Pragmatists and Ideologues, see §17), reach consensus faster.
External costs do not rise — every citizen has a choice. No one exits under compulsion. A minority can stay and vote with amplified weight. The structure creates no external costs.
The critical difference from compulsory voting (Australia, Belgium): compulsory voting raises external costs — it imposes participation on the unwilling. AB-EXIT produces the opposite effect.
In the Buchanan-Tullock coordinate system, AB-EXIT lies closer to the optimum than democracy as it exists today.
13.4. Shapley Value — A Mathematical Proof of Vote Amplification¶
Lloyd Shapley (Nobel Prize 2012) formalized the individual contribution to a collective outcome. A player's Shapley value is their average marginal contribution across all possible coalitions.
Applied to the electoral system: the Shapley value of a single voter is their average marginal role in shaping the election outcome across all possible configurations of the other votes.
In a system with 50% turnout, the Shapley value of a single voter is some V.
After AB-EXIT, if 30% of voters exit via the dividend, the Shapley value of each remaining voter rises by a factor of 50/35 = 1.43.
This is a mathematically rigorous justification of "each remaining vote weighs more." Not rhetoric — a theorem. Every citizen who declines the dividend increases their share in shaping the outcome by 43% in Shapley terms.
In the limiting case (50% exit), the weight of each remaining vote doubles.
Connection to §23: the effect of "+33% political influence for each remaining voter" is not an estimate — it is a direct Shapley value computation.
13.5. Nash Equilibrium — Structural Stability¶
John Nash (Nobel Prize 1994) — an equilibrium in which no one benefits from deviating, provided the others do not change their strategies.
AB-EXIT finds a Nash equilibrium:
The apathetic citizen. Take the dividend = +$300. Vote = 0, plus 2-3 hours. Dominant strategy: take the dividend.
The active citizen. Take the dividend = +$300, but lose the ability to influence the outcome. Vote = no money, but a vote weight of 1.33+. Dominant strategy: vote.
No one benefits from deviating. A stable equilibrium. The system does not fall apart under the pressure of rational individual choices — on the contrary, it is stabilized by them.
Compare with modern democracy: there is no Nash equilibrium for the apathetic voter — voting is irrational, non-voting is stigmatized. The citizen is trapped between two undesirable options. This is an unstable state, which explains the growth of political cynicism and populism.
13.6. Mechanism Design — AB-EXIT as an Incentive-Compatible Mechanism¶
Mechanism design was developed by Hurwicz, Maskin, and Myerson (Nobel Prize 2007). The task is to design an institutional procedure so that participants, in pursuit of self-interest, arrive at a socially desirable outcome.
The key properties of a good mechanism:
Incentive compatibility. Each participant maximizes their payoff by revealing their true preferences. No one benefits from lying.
Individual rationality. Everyone prefers participation to non-participation.
Budget balance. The sum of payments is covered without external subsidies.
Strategy-proofness. Manipulation does not pay.
AB-EXIT satisfies all four properties.
Incentive compatibility. The citizen reveals their true position through the A/B choice. Lying does not pay — an apathetic voter gains nothing from posing as active (wasting time), and an active voter gains nothing from posing as apathetic (giving up amplified weight for $300).
Individual rationality. Everyone receives either money or amplified vote weight. No one is worse off than before AB-EXIT.
Budget balance. Financing comes from existing government spending on electoral infrastructure (see §29.7: Germany €37.5M to parties per cycle, US $26B+ to political consultants). No new taxes required.
Strategy-proofness. The A/B declaration is a public act with no option to "back out later" within the cycle.
By the standards of mechanism design, AB-EXIT is an incentive-compatible, individually rational, budget-balanced, strategy-proof mechanism. A rare combination for real-world institutional mechanisms.
13.7. Revelation Principle — The Simplest Possible Form¶
The revelation principle (Myerson 1979) is a fundamental result: for any mechanism there exists an equivalent direct revelation mechanism in which participants simply declare their true preferences.
AB-EXIT is a direct revelation mechanism in its pure form. The citizen simply tells the state "I am apathetic, I want the money" or "I am active, I want to vote." No complex procedures, strategic calculations, or multi-stage bargaining.
This is not a cosmetic property. AB-EXIT is the simplest possible implementation of a mechanism that balances the interests of apathetic and active citizens. By the revelation principle, we know the same result cannot be achieved more simply.
13.8. Ready-Made Formulations for Academic Audiences¶
For the Russian-speaking academic audience of economists:

13.9. The Social Thermostat: Reversibility as a Feedback Loop (Hirschman)¶
Albert Hirschman, in Exit, Voice, and Loyalty (1970), showed that a member of any organization (a firm, a party, a state) has two feedback channels when it degrades — Exit (leave: stop buying, quit, emigrate) and Voice (protest, vote against). Classical democracy breaks both: political Exit is too expensive (emigration), so people are locked in and forced to rely on Voice; but the Voice of millions of hostages turns into indistinguishable noise, and apathetic pseudo-loyalty sets in. AB-EXIT is the first to make Exit cheap, legal, and internal: taking the dividend is a micro-exit from the ranks of decision-makers, without emigrating from the country (§11, §30.4). At the same time, the Voice of those who remain is not diluted but amplified (Shapley, §13.4): the noise leaves, the signal concentrates. The key property is reversibility: Exit is not final — the choice is made anew each cycle. This turns a static system into a negative feedback loop — a social thermostat.
13.10. The Trust Barometer: Dividend Take-Rate as the Government's Market Quote¶
Reversibility produces a side effect that no existing system has: a continuous, unfalsifiable trust index. Today, those in power interpret non-turnout however they like ("people are satisfied" / "it was raining") — inaction costs nothing and is therefore uninformative. In AB-EXIT every action has a price, so the share of those choosing the dividend relative to the previous cycle becomes a precise signal.
If the Exit share is rising or stable — governance satisfies the citizens, the core supports the course. If it falls — people are returning to Voice. For a mayor, this is a functional analogue of a stock exchange quote: not a fabricated opinion poll, but millions of people voting with their own wallets. The manager receives a real-time market signal about the quality of their work.
13.11. Protection Against Fatal Error — and Honest Limits¶
The thermostat operates in four strokes: (1) normal — effective governance, the dividend is high, the majority takes Exit and does not interfere; (2) failure — an incompetent or corrupt official has slipped into power, the budget loses efficiency; (3) pain — the dividend, pegged to the median wage, i.e. to production (§1, §9), falls, and the apathetic voter receives a personal financial signal; (4) reactivation — they decline the devalued dividend, return with an amplified vote, and remove the manager. The state physically cannot degrade deeply: the economic "pain receptor" fires at an early stage, before a fatal burn.
Three honest limits (evaluative hygiene, so the thesis remains defensible):
— Reaction lag. The thermostat catches errors visible in the dividend (the economy, efficiency). Slow or non-economic threats — the erosion of rights, capture of the mechanism itself (§42, §15.24) — it does not catch on its own; those require separate safeguards. — Correctness ≠ result. The return of voters guarantees the replacement of an ineffective manager, but does not guarantee that the next one will be wiser — only that they are under the same control. — External shocks. A global crisis drops the dividend through no fault of the manager; the signal must therefore be read relatively (compared with comparable jurisdictions and the trend), not absolutely.
With these caveats the formulation is defensible: AB-EXIT is not a "perpetual motion machine without errors," but the first architecture in which a governance error is automatically converted into corrective action by citizens, and trust in government has a precise market quote.
13.12. The Pantheon of Incentive Machines: AB-EXIT's Place in the History of Mechanism Design¶
The search for systems that do not demand sainthood from human beings but convert their vices — selfishness, ambition, bias, laziness — into public order is the very core of mechanism design (Nobel Prize 2007: Hurwicz, Maskin, Myerson). Before AB-EXIT, history knows several great machines of this class. Each changed civilization — and each revealed its attack surface only in operation.
— The free market (Smith, 1776). Converts greed into abundance: "It is not from the benevolence of the butcher, the brewer, or the baker that we expect our dinner, but from their regard to their own interest." Failure in operation: without competition and law, greed yields not bread but monopoly and the market for lemons (Akerlof). The market works only within an institutional frame. — Separation of powers (Madison, Federalist No. 51). Converts the lust for power into protection from tyranny: "Ambition must be made to counteract ambition." Failure: party polarization re-anchored ambition from branch to party — today's congressman is loyal to the party, not to Congress, and the checks sag. — Adversarial justice. AB-EXIT's place. The market uses greed for bread; Madison uses ambition for security; the court uses bias for truth; Bitcoin uses greed for trust. AB-EXIT uses the apathy of the mass and the motivation of the active for the purity of the electoral signal: the self-interest of the ordinary citizen (take the dividend) and the self-interest of the motivated one (amplified vote) generate, in Nash equilibrium (§13.5), a working feedback loop without requiring anyone to become better. This is the transfer of incentive compatibility (§13.6) onto the composition of the electorate — a point mechanism design had not yet reached.
Two honest differences from the older machines. First: in all four, the balance is continuous and symmetric — buyer against seller daily, branch against branch on every law, prosecution against defense in every case, miner against miner on every block. AB-EXIT's counterweight — the return of voters when the dividend falls (§13.9) — fires once per cycle; the slow loop is a vulnerability window that Bitcoin does not have. Second: the mechanism guarantees a motivated electorate, not a competent one ("aware ≠ correct", §15.24). Just as the market does not guarantee good bread but does guarantee the ruin of a bad baker, AB-EXIT guarantees not the wisdom of decisions but the unkillability of the feedback.
The lesson of the pantheon. Every incentive machine broke where its creators left the frame unfinished: the market needed antitrust law; Madison needed the party discipline he did not foresee; the court needed the equalization of the parties' resources; Bitcoin needed the decentralization of pools. Therefore a place in this lineage is not a compliment but an obligation: AB-EXIT's safeguards (the formula lock, the referendum threshold, the public registry — §42, §15.24) must be of constitutional rank and built into the core from day one, not added after the first failure.
13.13. Relation to Other Sections¶
This section completes the theoretical foundation of AB-EXIT:

Each section works for its own audience. Economists and game theorists respond precisely to §13. Without it, AB-EXIT looks like a political initiative without a scientific foundation.
