The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. The Topology of Inevitability: Spread under Any Regime

48.1. The three conditions of the scheme — and why they are met everywhere

The three-stroke scheme of spread (sowing the question → ripening → adoption through the interest of elites; the full Russian illustration is 10_056a/b) requires three conditions:

  1. A layer of the elite that needs rules more than favour. Exists in any vertical by definition: there is no vertical without a middle floor, and no middle floor that is not robbed (regional clans, medium business under the power, the second echelons of corporations — from Iranian bazaar clans and retired IRGC men to Chinese regional elites after purges). The layer's dream is not to steal more but to convert what it has into the legal and the heritable; AB-EXIT for it is an insurance policy drawn up as an electoral reform.
  2. A channel unreachable by the central power. Closed technologically everywhere: VPN penetration is maximal precisely where blocking is total (Iran); Starlink flies above any filters; in free countries the channel is the platforms themselves.
  3. A people that needs money. Universal biologically.

The scheme is not national — it is topological: it follows from the shape of the vertical, not from culture. Russia is merely the place where the mechanics are visible without cosmetics (the richest and the most frightened middle layer at once).

48.2. In free countries the scheme degenerates into the trivial

The three strokes collapse into one: no anonymous sponsor is needed — the sowing is done by algorithms, because the question "you are owed money" is ideal algorithmic content: a personal interest of every viewer (the sum in the headline), a zero entry threshold (count to seven hundred, no need to understand politics), a built-in argument trigger ("would take / wouldn't"), endless formattability (street polls, calculators "how much you've been underpaid over a lifetime", reactions, duets). TikTok does not distinguish a civic idea from a challenge — it sees retention, and money has maximal retention. The underdog-detonator (08_046) in such countries is merely an accelerator on top of the platforms' background sowing.

48.3. The table of four regimes

The difference is only in timescale — the attractor is one, because in all cells the same pair works: the unkillable motive of the people + a ready weapon for any pretender to power, and no regime has a counter-slogan ("we are against you being paid" is unspeakable in all languages).

48.4. The absence of a point of failure

The spread has no infrastructure that can be destroyed: no organisation (nothing to ban), no leader (nobody to jail — the question lives without bearers, 08_046.3), no server (oral speech), no funding that can be cut off (the content pays for itself in views; in hybrids it is anonymous and legally sterile: "the state must share with the people" has no corpus delicti). The people's motive does not burn out — it compounds: "ten years ago I was already owed — now I'm owed for ten years". The only theoretically working defence against the idea "you are owed money" is to pay. The system can defend itself from AB-EXIT only by a method that is AB-EXIT.

48.5. Delta to §13.12 (the Pantheon): the asymmetry of two parasitisms

The pantheon of incentive machines (§13.12) places AB-EXIT in the line Smith–Madison–Nakamoto. The addition from adversarial dialogue is the distinction between two systems living on vices: the direction of feedback. A mechanism built into greed is obliged to pay its carrier — otherwise the carrier leaves (the market delivers bread to the buyer; AB-EXIT — a dividend to the voter). A mechanism living on ignorance pays not the carrier: the voter's ignorance is monetised by the political technologist, the party, the channel — from the carrier they only collect, and well-fed/calm he is useless (they mobilise by fear and grievance). Formula: the economics of greed pays its fuel; the politics of stupidity only burns its fuel. The first is exchange (Smith), the second is parasitism in the strict sense. AB-EXIT makes the Smithian move with politics: it does not eradicate ignorance (ineradicable) — it destroys its sales market: power can no longer be bought with ignorance; for it one can only receive a dividend and exit. The manipulator goes bankrupt, because his fuel sells for more than he paid (he paid in grievance — the state pays in money).
