The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. 42. Protecting the Architecture from the "Poison Pill": Four Ways to Substitute the Code with One Sentence¶

How to read this chapter (note of 02.10.2026). The text contains wording that is easy to misread: sums and formulas with coefficients are worked examples: the size of the payment is set as a percentage of the median income approved by referendum; "a x2 vote", "x3", "the weight of a vote" are the arithmetic of a share, not a multiplier: every ballot counts as one; a "reversible" choice means "at the next election": within one election exit is final; numbers on election outcomes and words about inevitability are estimates and theses, not established facts: there has been no pilot. The exact-answers sheet 1d and the charter 048m are in force.
73.1. Purpose of the section¶
When the system cannot defeat AB-EXIT in open battle, it will try to lead it and distort it. This is the most dangerous attack — public capitulation with quiet sabotage through a change of one variable in the formula. The section records four known ways of such substitution so that they are recognised in advance and blocked at the stage of drafting the statute. Each way sounds like "a small technical correction" but in fact destroys the protocol.
73.2. Way 1: substituting the source with budget revenue (General Fund Revenue)¶
The "improvement" proposal: "The city is a corporation; the dividend should depend on its revenue. Let's count from General Fund tax revenue, not from some W-2 wages."
The hidden poison: the mayor himself controls tax rates. Raises taxes by 20 % → budget revenue grows → the dividend grows → the mayor looks like a hero. In reality business flees the city, people get poorer. The protocol rewards the mayor for strangling the economy.
Protection: fix the source in the statute immovably as the W-2 median wage (external SSA data), which the mayor does not control. No references to municipal finances as the base.
73.3. Way 2: substituting the source with the Census¶
The "improvement" proposal: "The Census Bureau counts households better; let's use Census data."
The hidden poison: the fine for lying in Census surveys is zero dollars. Nobody has ever gone to prison for it. If the dividend is tied to a survey, people will start massively inflating income in questionnaires for a bigger payment, and the data source breaks. An autoimmune disease of the protocol: the system destroys its own base.
Comparison with the W-2: forging a W-2 — up to 5 years in prison, a 97 % probability of conviction. It is a criminally protected source, which makes mass falsification economically unprofitable.
Protection: only the W-2, no surveys, no self-declared data.
73.4. Way 3: dilution through a composite index¶
The "improvement" proposal: "Orienting on wages alone is narrow. Let's make a comprehensive index: 40 % wages, 20 % safety, 25 % ecology, 15 % education."
The hidden poison: as soon as the formula splits into weights, the mayor starts manipulating. He lobbies for a bigger weight for the metric where he happens to have good indicators, and the dividend stops reflecting the city's real wellbeing. Cumbersome "fairness" kills simple feedback.
Protection: one metric — the W-2 median. Simplicity is not a bug but a feature: it cannot be manipulated through lobbying the weights.
73.5. Way 4: killing the automaticity (a barrier at exit)¶
The "improvement" proposal: "To protect against fraudsters, pay the $780 only in cash at the polling station" / "through Equity Board approval" / "with a union veto" / "after an interview with a commission".
The hidden poison: the most inconspicuous and most deadly distortion. The critical design element — the dividend is credited AUTOMATICALLY, by pressing a button, without visits and queues. The barrier at exit must equal zero. If the apathetic is made to travel to the polling station, stand in a queue or pass a commission for the money, he will wave his hand and out of habit poke at random on the ballot. The filter breaks, the apathetic stay in the system, the protocol does not work.
Protection: automatic crediting to a bank account, tied to voter-registration status. No commissions, no in-person procedures.
73.6. The general principle of protection¶
In the text of the citizen-initiated statute five parameters must be fixed immovably, whose change requires a new referendum, not a decision of the legislature:
- Data source: the W-2 median from the SSA. Only.
- Formula: D = M × 1.5 × K, where K is the percentage adopted by referendum (amendment of 30.09.2026, 048k §3). Without additional coefficients and indices.
- Method of payment: automatic crediting to a bank account.
- Reversibility cycle: every 4 years the choice is made anew.
- Absence of preconditions: no commissions, no approvals, no vetoes.
Any attempt to change even one of these five parameters through the ordinary legislative process is a "poison pill" attempt. This protection must be built into the text of the initiative itself as a self-protecting clause: changing these parameters is possible only through a new citizen initiative with the same signature threshold.
74.1. Why this section¶
All the previous sections describe the idea, the route, the legal base, the profile of the bearer, the portrait of the donor. This section does the reverse: it shows how ALL of them converge in one figure — a specific politician at a specific moment, for whom AB-EXIT stops being a theory and becomes the only real chance to win.
This is not a repetition of section 70 (where the portrait of the right bearer by psychology is described). It is a synthesis: how the structure of AB-EXIT for the first time in political history gives an underdog a mathematical tool of victory against an incumbent, not merely the moral right to lose with dignity.
74.2. What changes for the underdog with the arrival of AB-EXIT¶
Before AB-EXIT. An underdog in any real race against an incumbent is a person playing a losing game. The party machine, municipal contracts, unions, the incumbent's media access, low off-year turnout — everything works against him. A standard programme ("I'll fix the roads, optimise the budget") collects 25–30 % of those who came; that is the ceiling. The political consultant says honestly: "you'll lose beautifully for $150k, raise name recognition for the next cycle". That is the whole arithmetic of an honest underdog in the current system.
With AB-EXIT. The same race turns into a campaign with a foregone victory (section 72.2: 66 % against 33 % with correct mobilisation). Not because the underdog got better — because the structure of the field itself changed. The message itself, "$780 or a tripled vote", is the first differentiator in US political history against which the incumbent has no answer: he cannot offer the voter a direct financial benefit from the city budget, because to do so he would have to become the underdog.
74.3. Why AB-EXIT is the only weapon the incumbent cannot copy¶
This is a critical point, not explicitly formulated anywhere before.
Any ordinary good idea (RCV, a transparent budget, police reform, a guaranteed income) the incumbent can copy the next day. The underdog's campaign loses its differentiator; the incumbent's machine wins by mass. This is a law of political nature — the status quo always steals others' good ideas.
AB-EXIT cannot be copied. Because to adopt it means to launch the audit that will destroy the incumbent himself (section 18 — 14,000 motivated auditors; section 67.6 — the end of black PR and anger factories). The incumbent structurally cannot offer AB-EXIT, because AB-EXIT is his death.
This gives the underdog something he never had: a weapon the opponent cannot seize without killing himself. For the first time he is in a race where the mathematics works for him, not against him.
74.4. The convergence of all the project's threads in the underdog¶
Every construction built earlier in the project assembles precisely around this figure:
Section 60 (the Chichvarkin portrait) and section 66 (Thatcher before the wall) — the burned man inside politics who recognised himself in AB-EXIT (section 70). This is his own story, not someone else's.
Sections 64–65 (Yang and Mamdani proved it) — a radical idea does not destroy the bearer; it carries him from obscurity to a national figure. The worst outcome is a rise from nothing.
Section 67 (the centrist void) — AB-EXIT gives the centrist brightness without loss of moderation. Radical form + centrist substance = a differentiator unavailable to the two-party machine.
Section 68 (Oregon 2028, Form A) — a concrete legal route, ready for execution with tested precedents.
Section 69 (attacks structurally fail) — an arsenal of defence against any attack, including "a billionaire bought it" and "a tax on the poor".
Section 72 (electoral mathematics) — the figures of victory, not intuitions.
Section 73 (protection from the poison pill) — a guarantee that after victory the incumbent will not be able to gut the protocol.
Nobody could put all this together in one head until now, because the components were developed in parallel. This section makes the explicit assembly.
74.5. What the underdog gets in hand¶
When the right bearer (section 70) accepts AB-EXIT, he gets not an idea — he gets a ready set of tools:
— A differentiator the opponent cannot seize (section 74.3). — An electoral model of victory (section 72.2): who, how many, from where they will come. — A ready coalition (section 72.4): the burned + the poor + the young + pragmatists + ideologues = 99 % against 0.11 % of the machine. — A legal route (section 68): Oregon 2028, Form A, the precedents Foster v. Clark, Bowman, McCranie. — A financial model (sections 68.8, 69.4): an anchor donor with the motive of historical primacy + a mass base. Precedents Draper, Parker, Thiry, Rosenwald. — An arsenal of defence against attacks (section 69): four attacks and why each structurally fails. — Protection from absorption (section 73): five parameters of the formula protected from substitution. — A one-page pitch (section 71): a ready text for first contact.
This is not "a concept". This is an operational kit.
74.6. Why this must be a separate section¶
Without this section all the other 73 are separate bricks. A bearer opening the document may get lost in the volume and not see what is given to him personally.
This section answers the only question that interests a candidate: "What do I personally get and why right now?" The answer — for the first time in political history the mathematics of the race is on the underdog's side, not the incumbent's. This is not "maybe you'll win". This is "for structural reasons you win, if you play it right".
This moves the project from "an interesting concept" to "a tool ready for launch". Without this explicit assembly the right bearer may read 73 sections and not see that the whole document is the assembly of a rocket built for him.
74.7. Final observation¶
AB-EXIT does the following for the first time: it gives the underdog not the moral right to lose with dignity but the mathematical right to win. These are different categories. Previously the choice for the burned man inside politics was between "don't run and sell out" or "run and lose honestly". Now a third option has appeared that did not exist: "run and win, because the structure of the field has changed". This third option is AB-EXIT.
Any bearer who recognised himself in the portrait (section 70) and saw this assembly gets not merely a chance — he gets an exit ticket from a losing game. This is the first case in US history when such a ticket was written.
