The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. 87.1. Purpose of the section¶
Section 85 examined ten ideas of the last 20 years and the stable patterns of their success or failure. One pattern was not singled out separately, because it does not concern the mechanics of spread — it is the pattern of NAMING. It deserves a separate calm observation, because it explains one of the most persistent phenomena in the history of successful social reforms.
This section is not a strategic recommendation. It is a historical observation for everyone who will read the document.
87.2. The empirical pattern¶
If one looks at the major social, political and philosophical initiatives of the last hundred years, a stable regularity can be traced. The name of the author or of the first active populariser fuses with the initiative and becomes its inseparable part in public consciousness.
In social policy: the Beveridge Report (1942) gave rise to the British welfare state, and today the whole post-war British social security system is linked to the name of William Beveridge. The Marshall Plan to this day bears the name of George Marshall, though dozens of people developed it. The New Deal is inseparable from Roosevelt. Bretton Woods — from the name of the place where the architects gathered, but in the history books it is the system of White and Keynes.
In modern political economy: Yang's Freedom Dividend fused with the name of Andrew Yang, though the UBI idea itself is far older. Piketty's r > g is a formula bearing the name of Thomas Piketty, though mathematically any economist could have formulated it. Friedman's negative income tax is a variant of UBI with Milton Friedman's name. All these ideas existed in the air. The names attached to those who first carried them to the masses.
In philanthropy: the Rockefeller Foundation, the Carnegie Endowment, the Ford Foundation, Bloomberg Philanthropies, the Chan-Zuckerberg Initiative, the Bezos Earth Fund, the Gates Foundation, Soros's Open Society. Every name in the title is not marketing; it is the historical trace of the one who launched the initiative on such a scale that society linked it specifically to him.
In academia: the Krugman model, Stiglitz inequality, Sen's capability approach, Acemoglu's institutions thesis. The ideas were developed collectively over decades. The name fused with the one who became the main public voice of the topic.
These are not isolated cases. It is a stable regularity in all fields where ideas reach mass adoption.
87.3. Why this happens¶
It works through a specific human mechanism. An idea in pure form is an abstraction. For mass consciousness to absorb it, a face is needed. This is an empirical fact of cognitive psychology: people remember people, not concepts. A concept is remembered ONLY when it has a human face.
When historians in twenty years write about how the mechanism of democracy changed at the start of the 21st century, they will need a specific person as a reference point. Not "the authors of the concept", not "the movement". One or several specific people with whom this reform is inseparably linked.
This means that the place in history linked to any major reform exists. It is occupied by nobody until someone occupies it through mass promotion. Yang took the place of "the man who brought UBI into American politics" — despite UBI not having been adopted at the federal level. One public voice over one electoral campaign fixed his name to this idea forever.
87.4. What this means structurally¶
It means the following. Any big reform has one vacant place — the place of the first public evangelist. This place is taken not by the one who developed the concept but by the one who first carried it to the masses. Sometimes it is the same person, sometimes not.
In the case of AB-EXIT the concept has been developed. 86 sections of the document, 5,800+ lines of conceptual elaboration, two implementation routes, answers to the main classes of criticism. This is the intellectual infrastructure on which a public campaign can be built.
But the public campaign has not yet begun. This means the place of the first active populariser of AB-EXIT in society is vacant. Nobody has taken it yet.
History suggests that this place is taken exactly once. After one person becomes the public face of the idea and carries it to a critical mass of society — all subsequent activists, politicians, donors work on an already formed association. They help, but do not get the same historical trace.
87.5. Why this is interesting to an intelligent reader¶
This is a calm observation, not a proposal. It states what is obvious anyway from the study of the history of big reforms. Free places in the history books exist. They are taken not for money — money is needed, but it is not what gives the historical place. They are taken for public leadership at the moment when an idea passes from theoretical to mass.
In the case of AB-EXIT everything needed for the transition already exists. A ready concept. A ready legal base. Ready answers to critics. Ready communication tools in three languages. A ready international strategy with two routes.
What is missing is a public face. A face that at one moment becomes inseparably linked with this reform in history.
This is not an invitation and not an offer. It is simply a fact about how the history of social reforms is arranged. An intelligent reader considering the project sees for himself what this means for him personally, if he is considering participation.
87.6. One technical point¶
In the case of AB-EXIT there is a technical advantage over many previous reforms: the concept is passed on without restrictions or payments. This means that the place of the first populariser is taken not through a legal deal or the purchase of rights, but through public action. Whoever first goes out into the public space with this reform as his personal priority, and carries it consistently through several years — he is the one who will take this place.
This is a rare situation. Usually in reforms of this scale the place of the first populariser is already, by the moment of mass publicity, taken by whoever financed the development or owns the rights. In AB-EXIT there is no such block. The concept is open. The place is open.
Human history knows many cases of people with great means looking for something they could link to their name. In most cases they found either already occupied places or topics requiring the creation of a concept from scratch. A ready concept with an open place for the first populariser is a rare combination.
No further conclusions. It is simply an observation.
