The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. For a citizen, a mayor, a finance officer, a donor, a journalist, a scholar, a lawyer: answers by role. Everything in force in one file: llms-full.txt.

40bf. Political Scientists' Question 4: "Populism Is Weaker than Fascism and Must Be Waited Out"

Chapter: 06 — The Structural Hypocrisy of Criticism and the Arsenal of the Elites File: 06_040bf · v1 · 24 October 2026 The "Political Scientists' Questions" series: 40bc — people want to participate but are not allowed · 40bd — citizens are rational and have seen through it · 40be — the answer to the crisis: include everyone and make participation cheaper · 40bf — populism is weaker than fascism and must be waited out · 40bg — change requires organisation · 40bh — change in an autocracy will come from above · 40bi — demography blocks change Source: the architect's analysis of E. Shulman's episode "Youth Is Silence" (24 October 2026), thesis 5. The architect's moves are verbatim.

How to read. The fourth premise: today's populism is a younger and milder heir of 20th-century totalitarianism; the interregnum must be lived through with less bloodshed, and the new will be born by itself. The protocol disputes both halves: populism is stronger than it looks, and there is no need to wait.

The series frame — the architect's move. Political science wants the same thing the protocol delivers: a change of power by ordinary procedure, without bloodshed, through a law that cannot be repealed. It understands that the apathetic and the impulsive must be removed from the decision, but it knows no honest franchise qualification. And within the magnitudes and parameters that qualifications have had for two thousand years, it is right: every known qualification — property, education, a test — took the vote away from outside and hit the weak, and non-participation was a loss of the vote, that is, an illness (006). The architect: "AB-EXIT somehow went around all of this. I am in shock myself." The protocol is not a subtype of the known qualifications but another dimension: a qualification each person passes himself, in secret, by refusing money, and a balance in which nobody loses — the one who leaves gets the payment and the right to return, the one who stays gets double weight. Political science does not see this balance because it counts votes one to one and never puts a price on exit.

1. Who says so

  • E. Shulman (2026, thesis 5). The old has died, the new cannot be born — Gramsci's time of monsters. Today's populism is "a younger and fairly innocent child" of 20th-century totalitarianism; the period must be passed with less bloodshed, but it will have to be passed.
  • D. Runciman (040aa): democracy is ageing, but it does not end with a coup.
  • C. Mudde and J.-W. Müller (040ab, 040af): populism is a thin ideology dangerous to pluralism, but not fascism.

2. The architect's move: populism is stronger than fascism in reach

"Today's populism is stronger than fascism. There are more apathetic people among citizens. Before, you had to read newspapers and go to rallies, and that is an action; it is easier to scroll TikTok and YouTube. That is, today most people are exposed to propaganda and to the populists' deception."

And the architect's correction to the assistant's objection ("fascism grew on mass unemployment"): "Today the unemployed are so by law. Before, it was abnormal, and today pensioners and those living on benefits are the norm."

Three reasons why the reach is stronger.

  1. The cost of access to a person has fallen to zero. In the 1930s, to fall under propaganda one had to buy a newspaper, read it, come to a rally; propaganda reached mainly those willing to make the effort. Today the feed comes by itself and is tailored to the person. The apathetic always existed, but before they were out of propaganda's reach; today they are reachable for the first time.
  2. Living without work has become a legal norm. The unemployed man of 1932 was in trouble — temporary, humiliating, and he wanted work. Today pensioners and benefit recipients are a huge permanent layer without despair and without shame; in Russia there are about 40 million pensioners, more than a third of voters. The architect's move: "There is time for the feed — a worker has no time to scroll YouTube all day; a pensioner or benefit recipient has." His income is a transfer whose size politics decides, and he is bought with the promise "I will raise pensions."
  3. Being outside the production chain. The architect's move: "A working person takes part in production chains and has at least a remote idea of production or services. A recipient of a pension or benefit thinks bread grows on trees." So he believes in money from nowhere (040bd §3).

The assistant's clarification, accepted. "Stronger" — in reach over minds and the cost of that reach, not in apparatus and blood: Shulman calls populism "innocent" in terms of blood, the architect speaks of penetration, and both are true. Being outside the chain is a state, not a type and not an insult; rights and payments are untouched, a pensioner who stays weighs double like everyone (048m art. 16).

3. "Wait it out" is fatalism

"It will have to be passed" means waiting and hoping there will be less blood. The new, per Shulman, cannot be born. The protocol claims the opposite: the new is born with one referendum on the rule (048m art. 14) — it needs no new elites, parties or ideology, it needs a new filter on the hall. Her own way out — direct democracy and crowdsourcing — does not end the time of monsters but feeds it (040be §3).

Monsters grow out of despair and anger that have nowhere to go but the street and the extremes. The protocol gives them an honest, safe and non-political exit (040bc §3–4): the anger that feeds the populist today can take the payment and leave, and the one who stays judges by substance and weighs double.

4. What the protocol does with populism's strength

The protocol strikes exactly at that strength. Fascism needed the engaged — the protocol does not take them away. Populism rests on the reachable passive; under the protocol they take the payment and leave — the more populism reaches them, the more it loses. Its new advantage becomes its main vulnerability.

The transfer voter today votes for a populist's promise. The protocol gives the transfer at once and by law, from the same tax base (048m art. 2): money on the card against a promise, and the promise loses without any understanding of economics (040aw §1: money by law against money in words). Those of this layer who vote out of duty and with a horizon remain; those who voted for promises leave. Populism loses its rented base.

5. What follows

Premise What is true Answer
populism is an innocent child of totalitarianism in blood and apparatus — so far, yes in reach it is stronger: the feed, the legally unemployed, being outside the chain (the architect's move)
the time of monsters must be waited out no the new is born with one referendum on the rule; despair needs a lawful exit
the new will be born by itself no direct democracy at the price of a like does not give birth to it but feeds populism (040be)

Boundary. The protocol does not guarantee that the time of monsters will end quickly: the speed of the thermostat is an open question.

Weak point

Shulman's quotations follow automatic subtitles. The number of pensioners is rounded. The share of the transfer voters who will take the payment, and the share who will stay out of duty, are a pilot measurement (048l §4).
