The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. 46. Portrait of the Right Bearer of AB-EXIT: the Politician for Whom It Is a Miracle, Not a Trick

70.1. Purpose of the section

This is not a search instruction ("look for such-and-such") but a verbal portrait — a filter through which future relational work passes. By it one recognises a living person when one meets him. Without names, by qualities.

The section separates two types of bearer that look alike from outside but carry the idea completely differently. Only one of them can convey AB-EXIT in its right form.

70.2. The wrong bearer: the political-technology outsider

This is a losing politician for whom AB-EXIT is a found trick, a way to turn a losing race around. Cold calculation: a lottery is better than zero, so I take a radical theme.

This type is unsuitable, and not because of moral deficiency, but because AB-EXIT through him will sound false. Voters distinguish by gut a tool in the hands from faith in the chest. This politician may raise name recognition for half a cycle, but the idea will remain associated with "a trick that didn't work".

However, even if such a bearer appears first, it will not kill the idea. Once articulated on the public air, AB-EXIT cannot be pushed back into the drawer — too many people will see, hear, discuss. What has been seen cannot be unseen. The bearer can betray himself, but not the idea. This is an important insurance: even a suboptimal first bearer does not destroy the project; he merely postpones its right form.

70.3. The right bearer: the burned man inside politics

This is a different figure, and he is not found in the same places as the outsider-technologist.

He is inside the system and knows it from inside. Not an activist, not a theorist, not a blogger. A real politician with real experience — was a mayor, a councillor, a deputy, a state legislator. Has seen how the machine works, how good projects fall apart, how populists win, how competence is ignored. This knowledge is not from books but in scars.

He can govern. Not "wants to learn" — already can. Finances, operations, personnel, negotiations, crises. If given the office tomorrow, he will do it well from Monday. This is the competence of a professional, not the ambition of an amateur.

In the current race he is hopelessly behind — but not because he is bad. The polls are against him not because his programme is bad, but because the populist competitor has sweet unfulfillable promises that the majority grabs. He looks at this and understands with nausea: this one will win because he promises what cannot be delivered, and then will destroy what I would have built. And nothing can be done — the system is built that way.

He has already accepted that he will lose. This is the critical inner state. He goes into the race not with hope — he goes with a duty to himself. So that later, when the country crashes, he can say to himself and to those who knew him: "I tried. I didn't sit and keep silent. I did everything I could in this system." This is not ambition — it is a form of dignity. A gesture of despair, but a dignified one.

For him AB-EXIT is not the discovery of a tool but a miracle in the religious sense. When everything is already over, everything done as it should be, the loss guaranteed — and suddenly there appears what could not be. Not "oh, a winning ticket". Something else: "for the first time a mechanism that changes the system so that the one who is right wins, not the one who shouts louder". AB-EXIT for him is not his personal victory but the restoration of the system's justice. A chance that the country will get governors rather than promisers.

A miracle is needed by the righteous, not by the gambler. The gambler does not need a miracle — he gambles. A miracle is needed by the one who deserved victory but will not get it by the rules of this world. AB-EXIT, falling into the hands of such a man, does not fake itself as a trick — it becomes part of his own story, which he recognises.

70.4. Why resonance matters more than technology

When the right bearer says "either money for you, or a real vote for you — choose yourselves", it will not sound like a political technologist's trick. It will sound like a man who has finally found what he can fight with for what he believes in. Voters hear this with their gut, not their ears. They distinguish a politician-instrumentalist from a man for whom this is the last thing he can do before a defeat that for him is worse than death.

This resonance cannot be faked by acting. It is either there or not. And it determines everything: how he withstands press attacks, how he behaves under provocation, how he answers the solicitation accusation, how he behaves after defeat. The right bearer has the answers to these questions already built into his biography — he does not play a role; he lives the continuation of his life. The wrong one has to invent a reaction to every blow, and sooner or later that becomes visible.

70.5. The convergence of all the project's other portraits in one figure

This politician gathers together all the types we described in different sections:

— He is simultaneously the BURNED (section 60, the Chichvarkin portrait): knows on his own skin that the opinion of the clever and the working means nothing against a mass whose heads have been muddled.

— He is simultaneously the REFORMER WITHOUT AN ELECTORATE (section 66, Thatcher before the wall): he has a programme capable of working, but the recipient-electorate votes for handouts, and his bitter medicine loses to sweet promises.

— He is simultaneously the ACTIVE MAN WITH A DILUTED VOTE (section 56): he is part of the invisible majority of the working, whose vote drowns in the mass of the apathetic and the manipulated.

— He is simultaneously the MORAL CENTRIST (section 67): not a radical by ideology, but a man for whom winning at any cost is unacceptable, and losing honestly is even more frightening.

All the threads converge in him. And only such a bearer can convey AB-EXIT in its right form, because in him burns the same fire that launched the whole project — not "reform for a career" but "reform so that the system stops choosing the worst".

70.6. How he is recognised, not found

This portrait is not a search checklist by which candidates can be sifted from a database. It is a resonance profile. He is recognised, not computed.

The signs by which he is identified at a meeting: — speaks of the current race without illusions, understands he will lose, but does not try to hide it; — speaks of the populist competitor not with anger but with nausea ("he'll win and then break what I would have fixed"); — speaks of the system concretely, with examples from his own experience, not slogans; — when he hears of AB-EXIT for the first time, something in him straightens — visible in the face, in the pause, in the fact that he starts asking ALL the right questions in turn, without pauses, as if he had long formulated them but had nobody to ask; — does not bargain for conditions, does not ask "what do I get from this", asks "how is this technically carried out".

These signs cannot be played — they are either present or absent. Whoever recognises himself in this portrait recognises it instantly. Whoever does not — will pass by, and that is normal; we are not trying to persuade everyone.

70.7. Application

This section does not launch a search. It sets a filter. When in conversations, at meetings, in publications, in podcasts a politician appears in whom these features are recognised — it is worth giving him AB-EXIT. Without agitation, without pressure. Simply show the concept and watch the reaction. If he recognises himself — he will carry it further himself. If not — we pass by without loss.

This is work by resonance, not by list. The search lasts as long as needed. One right bearer matters more than ten found by checklist.
