The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. For a citizen, a mayor, a finance officer, a donor, a journalist, a scholar, a lawyer: answers by role. Everything in force in one file: llms-full.txt.

40av. E. E. Schattschneider: The Semisovereign People — Five Theses: Nonvoting as the System's Fault, the Forty Million, the Scope of Conflict, the Chorus with an Accent, Party Government

Chapter: 06 — The Structural Hypocrisy of Criticism and the Arsenal of the Elites File: 06_040av · v1 · 16 October 2026 Source: the architect's assignment of 16 October 2026 ("Schattschneider, the 'sleeping giant of the nonvoters' — this is about us directly"; then a move on thesis 4 and "write it all"). Elmer Eric Schattschneider, The Semisovereign People: A Realist's View of Democracy in America (1960), Party Government (1942), the APSA report Toward a More Responsible Two-Party System (1950, under his chairmanship). The one author in the arsenal who gave the protocol's diagnosis sixty years before it: the nonvoters are not ignorant but those to whom the system offered no alternative, and whoever involves them rules. The architect's move — §4.

How to read. Schattschneider saw the forty million nonvoters as the greatest unused resource of American politics and expected the parties to wake them. The chapter shows that the giant has not woken in sixty-five years from any mobilisation, and that the protocol is the one thing that wakes it: not by a call but by the price of its sleep, put on the scales every cycle. And that the chorus which in Schattschneider sings with an upper-class accent sings so because the upper class pays for it; the protocol changes the payer.

0. What he claims

Five theses. The outcome of any conflict is determined by its scope — how many spectators are drawn into it; the loser widens the scope, the winner narrows it (the "socialisation" and "privatisation" of conflict). Organisation is the mobilisation of bias: some issues are "organised into" politics and others "organised out" of it, and "the definition of the alternatives is the supreme instrument of power." The pressure system covers about a tenth of the population, and "the flaw in the pluralist heaven is that the heavenly chorus sings with a strong upper-class accent." The forty million nonvoters are not the people's fault: "it is an outrage to attribute the failures of American democracy to the ignorance and stupidity of the masses"; abstention reflects the suppression of the alternatives the nonparticipants need; a vote can be vitiated by obstacles to organising the electorate as effectively as by denial of the right to vote. The only chance of the semisovereign people is competitive and responsible parties.

1. Nonvoting is the system's fault, not the people's

Thesis. Those who do not go are neither stupid nor lazy but those offered no alternative; the system that extended the suffrage to everyone learned at the same time to make the vote meaningless.

Where the protocol is his continuation. The same diagnosis. The burned left knowing the price (1f §6b); the poor, the destitute and the dumbed-down are three different people (19b.1); learned helplessness is an effect of the system, not a property of people (011b). The protocol does not blame the one who left — it pays him.

His blow. "You make the vitiation of the vote official: today it is vitiated by obstacles, by you — by a cheque."

Answer. Today the nonvoter's vote is vitiated for free and invisibly: nobody counts it and nobody pays for it. The protocol puts a price on the vitiation and makes the budget pay it (048m art. 4), counts every taker (art. 10) and brings him back at any election (art. 5). The alternative "take" is the one that no party defined and no party can remove (arts. 14, 16): by his own formula, it is the "supreme instrument of power" taken away from power.

Residual. None.

2. The forty million: whoever involves them rules

Thesis. The nonvoters are the largest unused resource of the political system; their entry would overturn the whole balance of forces.

Where the protocol is his continuation. This is the thesis "about us." The forty million of 1956 are the eighty-eight million of 2024 (040ap §4): in sixty-five years the giant has not woken from the motor-voter law of 1993 or from the record turnout of 2020. The parties offered it no alternative because buying turnout is cheaper than earning it (013g §3b). The protocol does not wait for the parties: it wakes the giant with the one thing that wakes for certain — money — and the awakening looks not like a riot but like a number: the share of takers times D. The giant does not need to wake up in order to vote; it wakes up in order to be weighed.

The thesis inverted. "Whoever involves the forty million rules" becomes "whoever makes the forty million refuse the money rules" — and that can be done only by substance, because the alternative to any promise is cash on the table. This is the thermostat in his words (040aj item 4).

His blow. "You put the giant to sleep officially; I wanted to wake it."

Answer. It has slept for sixty-five years through every alarm clock. The protocol puts it on the scales for the first time, and the burned within it come back exactly when the loser needs to widen the scope (§3). And the giant becomes a donor for the first time: 30 % of the nonvoters at a hundred dollars each — 2.6 billion (040ap §4).

Residual. None.

3. The scope of conflict: the loser widens, the winner narrows

Thesis. The outcome of a conflict is determined by the spectators; the weaker side calls in the public, the stronger side keeps the door shut.

His blow. "The protocol narrows the audience — the winner's dream; you privatise the conflict."

Answer. The protocol narrows the audience of bought participation, not of the conflict. The conflict goes public in the share of takers: every citizen every cycle is asked one question — is this government worth your vote — and that scope the government cannot narrow. Today his assumption "widening helps the weak" is inverted: it is the winner who widens the scope — by bringing-in, by packages, by the Carnet de la Patria (057d §3b) — and the contagion of conflict runs with the winner's accent. The protocol leaves only one widening — by substance: the return of the burned when their problems are ignored (1f, the thermostat).

Residual. None.

4. The chorus with an upper-class accent; the pressure system is a tenth — and the architect's move: who pays for the chorus

Thesis. Organised interests are a minority of a minority, and the chorus of pluralism sings with the accent of those who can afford organisation.

His blow. "Those who stay are your chorus with an upper-class accent; you have made the pressure system into the electorate."

The architect's move. "No. Without AB-EXIT the upper class buys the chorus. After AB-EXIT the chorus sings for its own money, and certainly not about the upper class but about its own problems; and for its own money it sings louder and brighter." In Schattschneider the chorus sings with an upper-class accent because the upper class pays for it: the pressure system is paid for by dues, turnout by packages and bringing-in (057d §3b, 013g §3b), and the accent of a chorus is always the accent of the payer. The protocol changes the payer. The takers are paid by the budget, all equally (048m art. 4), and there is nothing left to buy them with — the bought vote is exactly the one that left. The one who stays has paid for his seat himself — by refusing D — and sings about what is worth more to him than D: his own problems, not the problems of the upper class. Louder — arithmetically: the same votes are fewer, each weighs ×2. Brighter — in substance: a vote paid for from one's own pocket does not perform somebody else's part (040as §1, 040at). The chorus after the protocol is not a class but a state (1h): those to whom their problems are worth more than the payment, at any income.

Residual. None. The income composition of those who stay remains a pilot measurement (048l; 040al §4), but stops being an objection: the accent of the chorus is set by the payer, not by decile statistics.

5. Party government and the semisovereign people

Thesis. The people's only chance is competitive responsible parties; the people are semisovereign: they answer "yes" or "no" to what they are offered, and only when asked.

His blow. "The protocol bypasses the parties — the only ones capable of organising the people."

Answer. The protocol does not touch the parties (059k); they lose only the bought turnout and for the first time become responsible in the sense of his own 1950 report: those who stay judge by substance and remember no less than a cycle (040at). And the semisovereign people get a third word — "I take" — and the right to say it first, without a question from above, every cycle, as a number. The referendum on the rule (048m art. 14) is the one occasion on which the people define the alternative themselves rather than choosing among those offered.

Residual. None.

6. What he gives the protocol

The diagnosis of 1960 is 1f §6b before the burned became a mass. The number: forty million have become eighty-eight — the giant grows rather than sleeps more soundly. The formula "the definition of the alternatives is the supreme instrument of power": the protocol is one alternative taken away from that instrument for good. The formula "the chorus sings with an upper-class accent": the best description of what the protocol changes — the payer of the chorus. And an honest yardstick for the widening of scope: not turnout but the share of takers.

Summary

Thesis What is true Answer What remains
nonvoting is the system's fault yes, entirely the protocol does not blame, it pays; the vitiation of the vote gets a price and a payer; "take" is an alternative no party defined —
the forty million yes, they have become eighty-eight the giant sleeps through every alarm clock; the protocol puts it on the scales; "whoever makes them refuse the money rules" —
the scope of conflict yes, but today it is the winner who widens — by purchase bought participation narrows, not the conflict; widening by substance is the return of the burned —
the chorus with an upper-class accent yes, because the upper class pays for the chorus the protocol changes the payer: the chorus sings for its own money about its own problems, louder and brighter (the architect's move) —
party government yes the parties are untouched and lose the bought turnout; the people get a third word and speak first —

Weak point

A reconstruction from secondary sources and lecture notes; the formulas "the chorus with an accent," "the definition of the alternatives," "the mobilisation of bias," "abstention reflects the suppression of alternatives" and the figure of forty million are confirmed. The two most-quoted sentences — "the people are a sovereign whose vocabulary is limited to two words, 'Yes' and 'No,' and who speaks only when spoken to" and "whoever finds out how to involve the forty million will run the country for a generation" — could not be confirmed by search in the available sources and are given as attributed. "The sleeping giant" is not his phrase but that of the secondary literature about him.
