The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. For a citizen, a mayor, a finance officer, a donor, a journalist, a scholar, a lawyer: answers by role. Everything in force in one file: llms-full.txt.
40ak. Steve Bannon: the Technologist Who Can Only Flood — Five Blows: "You Are Being Bought", Noise Against a Number, "The Producers Are Us", "You Strengthen What Must Be Torn Down", the Takeover¶
Chapter: 06 — The Structural Hypocrisy of Criticism and the Arsenal of the Elites File: 06_040ak · v1 · 15 October 2026 Source: the architect's assignment of 15 October 2026: "find the articles of the political technologist Steve Bannon, who helped Trump — what would he say about the protocol", then "write". Bannon has not written about the protocol; a reconstruction from his public formulations: CPAC 2017 ("deconstruction of the administrative state"), Daily Beast 2013 ("I am a Leninist" (Lenin himself — 040bq)), Hollywood Reporter, November 2016 ("darkness is good"), Michael Lewis for Bloomberg, February 2018 ("flood the zone"), NPR, January 2025 (populism against the "broligarchs"), Ross Douthat's podcast 2025, NOTUS/Forbes, June 2026 (50 % of AI companies' equity to citizens). Quotations are short.
How to read. Bannon is not a political scientist but a technologist: what interests him is not whether an idea is true but what it does to the hall. So this chapter differs from the rest of the arsenal: the five blows are not objections but moves, and the last of them is not an objection at all but a takeover. Bannon is the only figure in the arsenal who can take the protocol and use it, and the chapter is written with that in mind.
0. Bannon's doctrine in five pillars¶
| Pillar | Formulation | Where |
|---|---|---|
| Tearing down the apparatus | "deconstruction of the administrative state" — the main enemy is not a party but the unelected apparatus; he took DOGE as an instrument of demolition | CPAC 2017; NPR 2025 |
| Destruction as the goal | "I'm a Leninist… I want to bring everything crashing down"; "darkness is good… that's power" | Daily Beast 2013; Hollywood Reporter 2016 |
| Noise as a weapon | "the opposition is not the Democrats, it's the media, and the way to deal with them is to flood the zone" | Bloomberg 2018 |
| The base is "the forgotten man" | the movement belongs to the working class; Musk and Silicon Valley are "broligarchs", oligarchs | NPR 2025; Douthat 2025 |
| Redistribute concentration | the state should not "take tips" from OpenAI — make it hand over 50 % of its equity to Americans | NOTUS, June 2026 |
The last pillar matters most for this chapter: in form it is the same gesture as D — take from concentration and give to everyone. Bannon already thinks in a number per person.
1. "The elites are paying the people to shut up"¶
The blow. Bannon's whole populism is the mobilisation of "the forgotten man" to the polls against Davos. The protocol pays the same man for not coming. To Bannon this is the demobilisation of the base with its own money, and he will call it Davos's most refined scheme: before, they did not listen to you; now they will pay you not to speak.
Answer. Bannon's "forgotten man" today is the brought-in voter (1f §5): he does not decide, he serves as turnout for a campaign, and Bannon's campaign brought him in like any other (030b). The protocol gives him, for the first time, a choice that counts rather than a bus: to take or to stay is his decision, secret (048m art. 9.3), and both answers are counted (040ag item 2). And the base will say itself what it thinks of "the working-class movement": if it takes, the movement rested on the working class not needing a vote but needing someone to speak for it. The "you are being bought" register is handled in 040ab (the test "punishment or price"): they are bought today, with packages of benefits, without ceiling or receipt; the protocol sets a ceiling and a receipt.
Residual. The register is more dangerous than the logic: "you are being bought" is clearer to the brought-in than "you were given a choice". The defence is 1d and 1g, and it works only for the one who reads to the end.
2. "That is arithmetic, and we win by noise"¶
The blow. Bannon wins by volume: the zone is flooded, and the hall judges by what is louder, not by what is true. The protocol is a number, and a number does not shout.
Answer. This is not a blow but an admission, and it coincides with ours: the number D cannot be flooded, it is one and in plain view, and it will be asked of the boss at the meeting (059g §4). Noise wins where the hall judges by the speaker's face; under the protocol the middle judges, and it judges by substance (1f §6b). Bannon will see that his main weapon does not work against a number — and that is the one thing he will genuinely see first, because he is a technologist.
Residual. None — but see item 5: a technologist whose weapon does not work against an idea takes the idea.
3. "The producers are us, not your burned"¶
The blow. The real producer is the worker from Ohio in a red cap, the farmer, the trucker. "The burned" of 1f are coastal professionals whom Davos has already paid. The protocol gives weight to the wrong people.
Answer. 1f §3 counts by product, not by cap, and the Kansas farmer going broke on diesel (059i) is a burned one in the process of burning: he voted, saw the result and is leaving. The protocol does not ask who is for whom; it asks who will take the money. If Bannon's base are producers, they will not take it and will get weight ×2; if they take it, Bannon learns who his base was. Either way the protocol makes for him the measurement he never commissioned (1f §6b, why the burned were never studied).
Residual. None.
4. "You strengthen the system that must be torn down"¶
The blow. A Leninist needs a collapse, and the protocol makes the state more efficient and more stable (040ah §4, 040v §6). An efficient Davos state is worse than an inefficient one: it is harder to bring down.
Answer. The protocol tears down exactly what Bannon wanted torn down — the unelected apparatus — but not with a bulldozer: by depriving the apparatus of its buyer, bought turnout (040ag item 5; 040y — state funding of parties first under the knife). The difference is that after the demolition a working state remains, not rubble on which the Leninist builds his own. Bannon spent nine years demolishing the apparatus through Trump and got an apparatus that works for Trump; the protocol removes the apparatus's customer rather than changing it.
Residual. For one who needs the collapse itself this is no answer; but Bannon's "collapse" is a slogan, not a goal: his hall lives in this state and wants it to pay.
5. The takeover: he can steal it¶
The move. The most interesting thing is not an objection. The idea "50 % of AI equity to citizens" is the same gesture as D: take from concentration, give to everyone, a number per person. Bannon is a technologist, not an ideologue, and if he sees that the number works on his hall he will rename it "the patriot dividend" and float it as a trial balloon through a jester (059g §4) — he has the jester, the hall and a daily broadcast for it.
Answer. That is the mechanism, not a threat: the protocol does not care who introduces it (059g §4, the architect's refinement), and no force has a good move (1c). Having floated the number, Bannon cannot recall it: his hall will ask "is it true we are owed it?", and from there everything described for the jester works — the repository as a source outside the jester, the underdog who takes the content, the bosses in the matrix. And "a wing's face" is fuel, not risk (040aj §7, the architect's correction): the protocol uses the face while it exists and washes it off when it gets in the way. Bannon floating the protocol will do for the movement what he did for Trump in 2016 — and for the first time the result will not belong to him.
Residual. Bannon proved that a hall can be flooded; the protocol can prove the opposite only by referendum.
6. Where and how to write to Bannon — the architect's decision¶
The architect, 15 October 2026: "we need to work out where to write to Bannon, since the protocol may interest him". The mode is the same as for the laureates (036e) and the Ayn Rand Institute (040aj §7): the package for the cold reader, no request for support, by the rule "it does not matter who launches it".
What to send. One page: the number (D = p × M, a US example), the ballot line (048m art. 15), a link to 1d and llms-full, and one hook written for his doctrine — item 5 of this chapter: "you already proposed giving 50 % of AI to citizens; here is a number that distributes the weight of the vote, and it cannot be flooded". Without the word "populism" and without the word "the burned": to him in his language — "the forgotten man gets, for the first time, a choice that counts".
Where. The public channel is War Room (warroom.org, daily on Real America's Voice and Rumble); his own accounts — Gettr @stevebannon, Truth Social; guest requests go through the show's producers. The exact addresses the assistant could not verify on 15 October 2026: the site is closed to automated reading; the address is taken from warroom.org's contact page before sending. Sending is the architect's decision, not the assistant's; the draft letter goes into the 036e package when there is one.
What to expect. By item 1 — "you are being bought" on air; by item 5 — a takeover under another name. Both outcomes are promotion (1c). Silence is the third outcome, and the most likely: a technologist does not answer what he cannot use today.
7. Does Bannon have arguments absent from our logic — four candidates and the architect's moves¶
The architect's question, 15 October 2026: "Does Bannon have arguments I need to examine that are not in our logic?" The five blows above fall onto the repository's ready answers. The assistant named four candidates for genuine gaps; the architect withdrew all four; the fourth move closed the fifteenth charter decision.
7.1. The vote as belonging rather than interest — withdrawn. The assistant: the repository models the voter by horizon and interest, while Bannon built a machine in which the vote is a ritual of belonging to a tribe against an enemy, and "to take B is to betray your own" might hold people back from the payment. The architect: "That is some primitive communal fear without intellect. Tribe, fear… 'betray your own' — is that a war, and is there an enemy? This is the US, and supposedly serious people operate in eighteenth-century concepts." The withdrawal is exact: the tribe is not a competitor to D but the apathetic's cheapest mode. Belonging costs nothing in the mind — no reading, counting or remembering; fear is the cheapest emotion of the ten tricks (030b, "frighten"). The technology works only in the format of war, because in a peaceful format belonging does not sell — hence the obligatory enemy. Madison in Federalist No. 10 called this "faction" and built the Constitution as a defence against it: Bannon runs on the operating system the document was written against, and not for the first time — the Know-Nothings of the 1850s, the Populists of the 1890s, McCarthy; the tribal mode returns whenever the thinking exit (013g §3). For the protocol: the tribe rests on fear and belonging, and the protocol prices both — the frightened take the money (040ac, the architect's correction: "if you are scared, money is always more reliable"); belonging holds only one who has nothing else, and that is the one who takes B; the secrecy of the choice (048m art. 9.3) removes shame from outside. What remains is the fanatic who will not take — already assessed (040ag item 5: radicals and fanatics without the brought-in do not decide).
7.2. The administrative state as the real sovereign — withdrawn, and our paradox found. The assistant: Bannon's main thesis is that elections do not matter because the unelected apparatus governs; so change the electorate and nothing changes, as Trump's first term showed. The architect: "What? The whole apparatus lives on the laws, orders and regulations of the administration. If you have changed the head of the administration and the whole electorate — cut the unneeded 'deep state' if it is not needed, and competently adjust and motivate the part that wants to work and is efficient." The apparatus is "sovereign" only relative to an administration that cannot write laws and has no majority to pass them; its protections — civil-service status, regulations — are statutes too. Trump's first term lost to the apparatus not because it is beyond control but because the hall demanded a show, not administration, and the staff was hired for the show; the second term confirmed it from the other side — DOGE cut with a chainsaw, at random and for display, because the hall wanted to see cutting, not results (059i §3, the mirror). The architect's formulation is the answer: cut the unneeded, motivate what works — that is management, not demolition, and it requires a head elected for results and held to results (040ah §4, 059g §4). A Leninist distinguishes the apparatus by loyalty, not efficiency, and therefore cannot repair it.
The paradox already described in the repository (039 §88.9, the architect's thesis of 6 October 2026): "the government is deliberately interested in breeding clerks and state employees, and the protocol breaks that interest". State employment is the most reliable purchase of loyalty, because a salary, unlike a handout, can be taken away tomorrow (Robinson and Verdier, 2013); a registry office without the internet is not backwardness but the core's staffing table (1f §2); the bank digitised because its client has an exit, while the visitor to the town hall has none. From here Bannon's paradox is visible whole: an administration that promised for ten years to tear down the "deep state" does not tear it down but transplants it — DOGE cuts other people's clerks, the same budget hires its own (immigration enforcement, political appointees, contracts). Not because the apparatus is sovereign, but because the apparatus is the voters' payroll, and an administration elected by bringing-in needs it as much as the previous one did, only with its own names. Only a government that does not need those votes — elected by those who are not brought in by a salary — can tear up the payroll of votes. Bannon demands that the administration cut off the hand with which it holds the hall, and wonders why it does not. The protocol's answer is the one in 039 §88.9: the state employee takes B and stops being a vote while remaining a worker — and the government loses its reason to breed him.
7.3. The precinct strategy: power lies in the empty cells — withdrawn. War Room's organisational discovery (Dan Schultz): the lowest party committees in the US are half empty, and a few thousand activists who fill them capture the party from below. The assistant proposed recording this as an instrument the burned could use too, and asked whether the underdog should fill the cells, who would sit in them, and whether activists could block the ballot line through them. The architect: "Before the referendum it does not matter who fills them — what matters is what he says about the protocol. And after, it no longer matters: the apathetic and the meek have left." A cell is just one more speaker, and before the referendum any speaker falls into 1c: says "yes" — promotion; says "no" — gets "why are you against money for us" (039b §4b); stays silent — the underdog takes his hall. After the referendum the cells organise people who are no longer there: the brought-in took B, and a party captured from below has captured an empty hall. The precinct strategy is neither an instrument nor a threat but a trick for the world "before"; not to be entered in 048n.
7.4. The flooded zone hits the readers too — withdrawn, and the fifteenth charter decision closed. The assistant: the number D itself cannot be flooded, but the programmes costed against D can, and an estimate is needed of how much the shrinking of the hall raises the cost of noise; three questions to the architect — a calculation standard or the market, does the buyer of noise disappear, is the constancy of the burned a defence or a vulnerability. The architect answered not the three questions but the one beneath them: "For flooding: D works on a contradiction, and that is the only thing to control — that the protocol uses the same indicator the state uses to collect taxes." The defence against flooding is neither a calculation standard nor the readers' vigilance but the construction of the number itself. If the median M from which D is computed is the same quantity by which the treasury collects taxes on income, it cannot be flooded in either direction: to understate M is to understate the tax base and lose more than is saved on the payment; to inflate the base is to raise the payment. The state cannot lie about one number in two directions at once, and that is the single point to control; everything else — the programmes "we will give more than the payment" — is a market where the burned count for themselves, and noise without a buyer (the brought-in) does not pay, just as bringing-in does not. This is the fifteenth charter decision, proposed on 07.10.2026 in the Goldscheid reading (040o) and awaiting confirmation: confirmed, 048m art. 2 part 2 amended (v0.8), "an independent body" replaced by "the body that collects taxes on income, from the same base and by the same method". The number cannot be flooded, because its source is not an expert review but the treasury.
8. What is real in him: the aim, the organisation, the tempo and the belief in a cycle¶
The architect's question, 15 October 2026: "Have we taken Bannon apart entirely? Such a strong political technologist — and he speaks in populist slogans." Entirely, and the slogans answer the question. A technologist speaks not his own language but the language of the hall he sells to: "the forgotten man", "Davos", "the broligarchs", "tear down the deep state" are not a thought but a product, packaging for an audience that judges by the face (1f §6b). Katz called him "the chief designer of the whole concept of Trump as a politician" (059i), and a designer need not believe in the blueprint. There is nothing in his speeches to examine on substance; what must be examined is the craft, and he has three crafts, all of which have passed through §7.
The aim. In 2016 he found the segment both parties had stopped addressing — the Rust Belt and the rural middle. That is exactly the protocol's move: address those nobody addresses (040aj, "the catch": the abandoned middle; 1f §6b: the first offer in which they exist). The difference is the product. The protocol offers them a price and a choice; Bannon sold them fear and an enemy. They got a show, and nine years later the bill for diesel (059j §3). He was the first to see our electorate and sold it the wrong thing. Hence the room for a takeover (item 5): a technologist who once found an audience will recognise a number addressed to it.
The organisation. The empty cells — withdrawn by the architect's move (item 7.3): before the referendum what matters is not who sits but what he says; after it, the hall is empty.
The tempo. Flooding the zone — withdrawn (item 7.4): a number from the treasury cannot be flooded.
The belief in a cycle. Not a craft but a conviction: Strauss and Howe's "Fourth Turning" — a theory of generational cycles in which a crisis comes every eighty years and must be ridden, not prevented. It is Polybius without the mechanism (013g §4b): the same "generation that does not remember", only as fate rather than as an engine that can be dismantled. Hence his Leninism (§0): if the cycle is inevitable, it pays to be the one who tears down. The protocol answers as it answered Polybius: the cycle is driven not by time but by payment for attendance, and that can be reversed. A technologist who believes in inevitability builds on rubble; a rule that knows the engine does not wait for rubble.
Residual. Bannon's aim is the one thing the protocol should take from him: he proved at the polls that the abandoned middle exists, responds to the first address, and decides the outcome. Everything else in him is a product for a hall that will not exist under the protocol.
Summary¶
| Bannon's blow | What is true | Answer | What remains |
|---|---|---|---|
| "you are being bought to shut up" | yes, the register is clear to the hall | the forgotten man today is the brought-in; the protocol gives a choice that counts; they are bought today without a ceiling — the protocol sets a ceiling and a receipt (040ab) | the register beats the logic; defence 1d/1g for the one who reads on |
| noise against a number | yes, he wins by noise | a number cannot be flooded; under the protocol the middle judges by substance | — |
| "the producers are us" | the cap is not an argument | 1f §3 counts by product; the farmer on diesel is a burned one in process; the protocol will make the measurement | — |
| "you strengthen what must be torn down" | yes, the protocol strengthens | it tears down the apparatus by removing its buyer, not with a bulldozer; a working state remains | for a Leninist no answer; but collapse is a slogan, not a goal |
| the takeover | yes, he can and knows how | that is the mechanism: having floated the number he cannot recall it; a wing's face is fuel; the result for the first time not his | a hall can be flooded — only a referendum refutes it |
Weak point¶
A reconstruction from the public lines of a technologist who speaks for broadcast and changes positions with the situation; "what he would say" here is a deduction from the doctrine, not from his words about the protocol. The "50 % of AI equity" pillar is from Forbes's retelling of NOTUS; the original was not read. Contact addresses are unverified. And the main risk is not in his blows but in item 5: if he takes it over and floods the protocol along with everything else, the first reading "paid not to vote" gets the loudest megaphone in the country, and 1d must be ready before he opens his mouth.
