The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. For a citizen, a mayor, a finance officer, a donor, a journalist, a scholar, a lawyer: answers by role. Everything in force in one file: llms-full.txt.
40ai. How Communism Arises: Five Conditions Then and Now — and Which of Them the Protocol Touches¶
Chapter: 06 — The Structural Hypocrisy of Criticism and the Arsenal of the Elites File: 06_040ai · v1 · 13 October 2026 Source: the architect's assignment of 13 October 2026: "how does communism appear, then and now — find the history and check how the protocol affects it". The architect's move is recorded as a move: "communism works with the same poorly educated audience with weak logic and a short real horizon — and that audience takes B first: workers and peasants". A continuation of 040ah (the channels of support); here — the conditions of emergence.
How to read. This is an examination of mechanism, not of the history of ideas: where communism took power, where it did not, what the cases of taking have in common, and which of those conditions a rule about the price of non-participation changes. The answer is three of five; the remaining two lie outside any electoral rule.
1. Five conditions — then¶
| Condition | Russia 1917 | China 1949 | Where it did not take — and why |
|---|---|---|---|
| a mass without a stake — peasants torn into cities and trenches with nothing to lose | 15 million mobilised, a village without land | 400 million peasants under landlord and war | Britain and Germany: the worker got the vote, the union, insurance — a stake appeared |
| a closed channel — the lower classes have nowhere to bring a grievance legally | the Duma powerless, parties underground | no elections at all | where there was a broad franchise, the labour movement went into Labour and the SPD, not underground |
| collapse of the state by war or defeat | 1917: the army dispersed | 1937–45: the Japanese war consumed the Guomindang | the US: no war on its soil, no collapse; Sombart explained the absence of socialism by "roast beef and apple pie" — a stake |
| a party of professionals — the educated without a place, with nowhere to apply themselves | the raznochintsy, Lenin | an intelligentsia without careers under the Qing and the Guomindang | where the intellectual could reach parliament and university he did not go underground |
| an enemy and redistribution — "take from them and give to us" as the only promise | landlord and bourgeois | landlord and Japanese | where redistribution ran through budget and elections, no enemy was needed |
What the cases of taking share: the majority had neither a stake nor a voice — Hirschman in pure form: no voice, so exit remains, and exit took the form of revolution. In no country with a broad franchise and absorption of workers did communism take power; at free elections its peak was 38 % (040ah §1).
2. Five conditions — now¶
There is no proletariat; the conditions return in another shell.
- A mass without a stake — the young with education, without housing, without a pension, in the gig economy: "nothing to lose" in a new form. Die Linke in February 2025 — 25–27 % among 18–24-year-olds, first among all parties; Mamdani — mayor of New York in November 2025 on a rent freeze at the highest turnout since 1969; a third of Americans under 30 view communism favourably, 53–62 % socialism (Cato/YouGov, 2025).
- A closed channel — both parties converge on "the core" of 55+ (1f §2); nobody writes a programme for the young voter with a long horizon; his vote is one of the three departed thirds.
- An enemy and redistribution — "billionaires", "landlords": the same structure of promise.
- What is absent — collapse of the state and a party of professionals; hence this is an electoral left, not a revolution. But the first two conditions are those of 1917.
3. What the protocol does — by condition¶
The stake. The payment is the first personal, unconditional stake for one who has none: "nothing to lose" acquires either something to take or something to lose. It is Sombart's roast beef written into a rule: not "wait, you will get rich" but money in the account this cycle. The historical inoculation against communism was exactly this — a stake given to the lower classes before they went underground.
The channel. The one with a long horizon and no money who knows the core cannot be outvoted and does not go is the chief "burned" voter of our time. Under the protocol the core takes B, and the parties converge on those who stay — on him (040ae item 5). The channel opens not by slogan but by arithmetic: for the first time the lower classes with a horizon get a vote with a share without going underground — what Russia in 1917 did not have.
The enemy and redistribution. The protocol is redistribution without an enemy: it returns to the majority what was taken for free (029 §29.11), taking from nobody. Communism's structure of interest — a material move for the majority — is carried out without a victim (040ah §2), and the demand to "take and share out" gets a competitor it never had: "return and count".
The party of professionals. Under the protocol the educated person without a place is a candidate who is heard, not an underground man; a good underdog without a machine stops trailing at the back (059g item 3).
Collapse of the state — the protocol neither prevents nor requires it (040ah §2); but it removes three of the five preconditions that made collapse a revolution rather than a change of government.
4. Communism's base takes B first — the architect's move¶
The first version of this examination left a residual: a young person without money would take B out of poverty, and the protocol would pay him but not hear him — the reverse of the historical cure. The architect: "communism too works with the same poorly educated audience with weak logic and a short real horizon, and it takes first — workers and peasants." That turns the residual into an argument. The "mass without a stake" on which communism rode was not the young educated with a long horizon but the worker and peasant with a short one: those to whom "take and share out" is more intelligible than "wait and build". That is exactly populism's audience (040ah §1), and it takes B first, because D now is always worth more to a short horizon than a bright future in generations. Communism loses not an ally but its base: those raised in 1917 by "land to the peasants" are raised in 2026 by the payment — and they go home with money, not to the barricades. And the one who stays — the young voter with a long horizon who wants housing and to be heard — is not a communist and, by the architect's correction, not yet "burned": "without the protocol he would have gone a few times and got burned; now he is full of strength and ambition, wants to improve the world, and nobody will particularly burn him." This is a new state — unburned: "burned" is the result of a path through a core that cannot be outvoted (1f §6), and under the protocol nobody sets out on that path — the first election already comes with a share and with a party that writes for him; within a generation "the burned" end as a group not because they were cured but because they stopped being produced (1h). He needs a vote with a share, and he gets it; his demand — housing — goes to parliament through parties whose customer he now is (040w item 5), not into the street. Communism without a base is a circle of intellectuals, as it was before 1917. The residual that honestly remains: the young "without a stake" are a mixture of two horizons, and what share of them takes B out of poverty and what share stays for the vote is the pilot's measurement (040p §1; 048l).
The architect's third move — why the young are the filter's strongest group, not its weakest. To the question "do the young with a long horizon take B, and do they return": "yes, they take — but those who do not care about anything. The young have brains too, and they are different. They have no family and no mortgage, and they have the strength to endure hardship; they do not yet need medicine, but they do need a bright future. Under the protocol each person seeks the balance for himself in his own head, not in parties." Four consequences. Income is low, but so is the cost of hardship: nothing to protect here and now — D for a young person is a convenience, not a rescue, and giving it up is easier than for a budget employee with two children; the poverty-selection threshold (040p §1) is weakest for the young: poor, but with a long horizon and the strength to endure. They need the future most, because they have the most of it: forty years of horizon against five for "the core" — a bright future for them is not a slogan but the span of their own lives. Those who do not care take — and that is not the filter failing but the filter working: a young person's indifference is no better than an old one's, both leave at the same price. The young are different — the filter does not divide by age, income or class, it divides by what a person has decided about himself.
Hence a formula wider than this chapter: under the protocol each person seeks the balance in his own head, not in parties. Today the political decision is taken collectively — by class, party, nation, "the core"; the protocol moves it into one person's head: "is the vote worth more than D to me, or not?" This is Arendt's atomisation turned into choice (040r), the end of Mudde's homogeneous people (040ab) and Krastev's nation-as-image (040w item 2) by one mechanism — not because groups are banned, but because the decision no longer passes through them. Communism was a decision of a class; the protocol makes class impossible as a unit of decision.
5. Summary¶
| Condition of emergence | 1917 | 2026 | The protocol |
|---|---|---|---|
| a mass without a stake | peasants in the trenches | the young without housing or pension | gives a stake in money; the short-horizon base takes B and leaves |
| a closed channel | the Duma powerless | parties converge on the 55+ core | opens the channel by arithmetic: those who stay are the new median |
| an enemy and redistribution | landlord, bourgeois | billionaire, landlord | redistribution without an enemy: return and count |
| a party of professionals | the raznochintsy | — (so far) | the educated without a place is a candidate, not an underground man |
| collapse of the state | 1917 | — | outside an electoral rule |
Result: three conditions of five the protocol removes; two — war and the underground — lie outside any electoral rule, but without the first three they yield a change of government, not a revolution.
Weak point¶
The history of communism is reduced to five conditions — a working scheme, not a monograph; Cuba, Vietnam and Korea fit it with caveats (external force, national liberation). The figures on the young are from 2025 and about attitudes, not votes; "a mass without a stake" in 2026 is a metaphor, not a class. The architect's move on the base is a deduction from the definition of horizon, supported by the fact that at free elections communists never had a majority of the thinking; the one check is a pilot with a question about horizon among the takers.
