The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. How to read this chapter (note of 02.10.2026). The text contains wording that is easy to misread: the efficiency bonus has been removed. The exact-answers sheet 1d and the charter 048m are in force.

1. The vector

Power needs a man in one of three states: silent, voting out of fear, or gone abroad. All three are produced by one method — zeroing the remainder and the voice — and the instruments of zeroing are everyday, not repressive. None of them looks like politics; together they yield an electoral product.

The vector's product is a man with a peculium: the surplus taken, the exit expensive or closed, the voice diluted, initiative punishable. The word is exact: a Roman slave had property the master allowed him to keep; the master is the one who sets the size and does not ask. Such a man either keeps silent (48 % non-turnout — free for the power), or ticks a box out of fear of losing his job, or sells himself into a contract if the remainder has gone negative. All three outcomes benefit the power, and so the measures producing them are extended, while those producing independent men are not funded (19e.2 in the architect's amendment: the selection is run by people who know what they select).

2. Russia and Europe: the difference is in the subject, not the product

In Russia the vector has an author: payments before elections to two target groups, name-by-name turnout of state employees, targeting — levels 1–2 in 19e.7, proven by chronology. In Europe there is no author — there is policy selection and a populist who exploits the zeroed man by offering him another master as deliverance from his own. The product is similar: there a minus and a contract, here a zero and silence. The European state cannot be accused of intent; it can be accused of the result, which is measured: "willing to fight for your country" — Germany 18 %, the Netherlands 15 %, Italy 20 % (Gallup International, 2015; Finland 74 %). This is said once and not confused thereafter.

3. The remainder: how much "of his own" the median man has

Profile: 35, divorced, two children, renting, a car. Male median (above the overall one), children of school age, not the capital, alimony by law.

The order of the queue to his wage is fixed by law: state → first family → himself. From €4,200 gross the German gives €1,450 to the state and €1,070 to the former family — 60 % before he has paid for a roof. The Russian gives the state less, but the state leaves him nothing except the contract. Both own nothing; the difference is the sign: in Germany zero, in Russia a minus closed only by the signing bonus (056e: 1.5–2.5 million is 15–20 years of a remainder that does not exist).

A second family does not change the position. A woman with one child: if she works, the household of three comes out at +2,000 ₽ / +€900 (the same ~300 per head); if she does not, −41,500 ₽ / −€485. Alimony to the first family cannot be reduced because of the second in either country (Family Code art. 119 — only on the birth of his own child; § 1609 BGB — children rank first). The queue grows by one recipient; he remains last.

4. The loop: sex, family, status, alcohol

Entry into a pair. Female partner choice in all measured cultures weights the capacity to provide (Buss, 1989, 37 countries); the share of US men aged 18–30 with no sex in a year grew from ~8 % to ~28 % in twenty years (GSS 2018) and correlates with income and employment. The state, taking the currency of provision, also takes his place on the market of pairs: he does not pass the entrance, because the entrance is the capacity to provide, and it belongs to the court and the tax before he receives it.

The state as competitor. What was taken from him was given to her: alimony through the court, benefits, maternity capital. 19e.1 called the state a "husband" as a metaphor; here it is a market position: it has displaced him from the market by taxing his own good, and wins the competition by definition — it does not drink, pays on the first of the month and does not leave. She needs him less; he has nothing to pay with.

Status inside the family, if the entrance is passed. He arrives as a second income whose money belongs by document to others; in the household he is present and does not decide — the same position as at the ballot box and in the trench. Two branches: stay and keep silent (a man who is silent everywhere will not raise his head anywhere) or leave — and a single man's mortality is two to three times a married man's (the divorced and widowed are the main contribution to male excess mortality), the mechanism is alcohol (050 §46.2; 027; Case–Deaton: the core of deaths of despair is never-married men).

Closure. Zeroing → no entry into a pair or no status in it → silent at home or alone → alcohol → death at 68 (a 10.7-year gap) → a widow on a survivor's pension → the electorate of guarantee grows by one, a competitor is gone. This is the same conversion as in 19e.7, but in peacetime: no war, no funeral money, free for the treasury and stretched over twenty years. War is the accelerated version of what peace does by itself. A destroyed family yields two dependent atoms instead of a block (050 §46.7); an intact one yields a man who is silent there too.

5. The only door

The loop takes in turn money, a mate, status, voice, initiative — and leaves one door where all of it is returned at once: the front. There he is needed for the first time in twenty years; there honour and heroism exist as categories; there he is given a weapon — that is, initiative, punished in civilian life, is returned — and the weapon works in both directions. For a man backed into a corner this is not madness but a rational exit from a state where he is nobody into one where he is a man, even at 50/50. A slave fights for the exit — and the regime has left him this exit as the only one, consciously selling the war as a ladder ("Time of Heroes", veteran status, benefits).

The saddest thing about the vector, to be recorded without softening: peacetime life in such a country is arranged worse than war for the median man — otherwise the door would not work. And the regime lives with the consequence it fears: it has armed and returned initiative to exactly those it zeroed. Sparta armed the helots, they fought well under Brasidas — and then Sparta secretly killed two thousand of the bravest (Thucydides IV.80). June 2023 — a column of armed zeroed men on Moscow — is the same fork, and the regime's answer was Spartan.

6. What the protocol changes

The vector works while a man's silence is free and his fear is cheap. Button B makes silence paid and registered — it stops being a free resource of power (033b: "your silence costs it nothing"). A dividend as a right by formula removes the lever of fear: there is nothing to take away (19e.5, 042). Vote weight returns to the payer what the vector took — he is asked (056, 001b.109). These are the only money in a zeroed man's life that arrive without a court and without a contract, and the first currency of status that cannot be taken by document; for her — the same sum, by the same right, not a benefit one must vote for. The state stops being the third party in the pair.

The task is not to forbid the door but to make it stop being the only one. Not "support" — a right, the same for him and for her.

7. Weak point of the section

What is measured is the state — remainder, turnout, contract prices, mortality of single men; the vector as intent is proven only for Russia and only at levels 1–2 (19e.7); for Europe it is policy selection without a subject. The direction of causality between poverty and loneliness runs both ways — the loop asserts a cycle, not one arrow; the share of excess mortality due to confiscated status is not isolated. The data on sexual deprivation by income are American; for Russia the direction is transferred, not the number. The remainder table uses national averages, city spread ±40 %, actual alimony collection in Russia about half. "Peace is worse than war" is proven through behaviour (men go voluntarily beyond the money), not by comparing states, and the 10–12 % ideological share from 056e is not separated out of "the door". 🟡
